This position provides technical/analytical fiscal support for the agency. This position requires the application of bookkeeping practices, cost allocation methodologies and reconciliation processes as developed and assigned to ensure the overall grant fund accounting, monitoring and reporting functionalities are in compliance. This position provides support for programs managed through HCSIS/PROMISe claims processing interface.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Process travel expense claims and operations vouchers for the agency. This requires the pre-audit of expense for compliance with County travel and mileage policies, classifying of expenditures in accordance with cost allocation plan methods, coding and posting of expense in Program’s subsidiary ledgers. A post audit of actual paid expenses in routinely conducted and all differences are reconciled with County Controller Operations and County Program employees.
  • Process assigned service rendered invoices submitted by contracted service providers for timely reimbursement. This requires verifying clean service claims with service authorizations, appropriate classification of expenditures for accurate interface with accounts payable system and maintaining accurate contract subsidiary ledger account balances. This includes the interface with HCSIS/PROMISe claims data, analysis of service plan/contract encumbrances and expenditures by categorical fund sources.
  • Maintain all functional aspects of voucher control supporting the reconciliation of agency expenditures with accounts payable journals and County Controller operations accounting audit trails.
  • Maintain hourly payroll timesheets for compliance with future audit inspections.
  • Assigned routine technical and analytical functions to include reconciliation of categorical expenditures with payroll registers, HSS claims history, accounts payable Check Registers, travel vouchers and operational expenditure accounts. Prepares internal fiscal and service tracking reports as required by the agency management for purposes of perpetual re-budget and reallocation of fund resources within maximum financial caps.
  • Maintains effective working relationships with internal and external customers to include, but not limited to, agency management, fiscal management team members, direct service staff, County Controller/Treasurer Office support operations, internal/external auditors and Department of Human Services officials.
  • Perform other duties as assigned.
ESSENTIAL REQUIREMENTS
  • Graduation from high school and three years of work involving the maintenance of fiscal or financial records, including one year of responsible work which involves the application of accounting or fiscal principles and practices; or an associate degree in accounting or business administration and one year as a Fiscal Assistant; or one year of experience in maintaining and reviewing fiscal records;

    or any equivalent combination of experience and training.
  • Thorough knowledge of bookkeeping principles and practices.
  • Knowledge of modern office practices and equipment.
  • Some knowledge of accounting principles and methods.
  • Ability to perform detailed work involving written or numerical data and to make arithmetical calculations rapidly and accurately.
  • Ability to prepare financial reports and statements.
  • Ability to apply and adapt established methods to financial transactions.
