Overview
This is payroll preparation work posting and submitting completed computerized time records to the central payroll agency. Employees in this class review and process records for a variety of payroll actions and categories and maintain employee leave and attendance records. Contact with departmental employees and central agency representatives to provide information and resolve problems pertaining to employee pay and leave and processing records in a timely manner to meet payroll deadlines are significant aspects of the work.
Work is performed under the direction of a clerical or administrative superior.
- Review and process payroll records for various actions and categories.
- Maintain employee leave and attendance records.
- Submit completed time records to the central payroll agency.
- Communicate with departmental staff and central agency representatives to provide information and resolve issues related to pay and leave processing to meet payroll deadlines.
- Adhere to supervision by a clerical or administrative superior.

Eligibility ListCity-wide promotional eligible lists will be established as a result of this examination. An appointment in any department may be made from either one of the above-established promotional lists as deemed appropriate by the appointing authority.
Candidates who pass the exam and are placed on the civil service list will be retained on the list for a minimum of one year and a maximum of two years after the establishment of the Eligible List.
Residence PreferenceCandidates who have maintained a bona fide residence in Philadelphia for at least one year prior to the date of the civil service examination shall have priority over all other people receiving an identical test score. To receive such preference, candidates must respond to the residence question on the application. Documentation of residence may be required. If an applicant does not respond, it will be assumed the applicant does not qualify for residence preference.
Eligibility for residence preference must be determined by the date of the test administration. No requests for residence preference will be granted after the test administration.
The examination will be scheduled for July 1, 2026. This date is subject to change.
Candidates will need access to a desktop computer or laptop with a webcam and internet access to take the examination. They must be able to operate computerized software proficiently and independently.

Test ReviewIn accordance with Civil Service Regulation 9.091B, candidates will have 30 days after the results have been mailed to review their test and to file appeals to the key answers. Call to schedule a Test Review.
Anticipated EligibilityCandidates who meet all eligibility requirements within 6 months (by 12/7/2026) of the Final date to receive applications will be admitted to this examination. Successful candidates will be placed on the eligible list but may not be hired or promoted until all requirements have been satisfied.
Civil Service StatusPresently employed by the City of Philadelphia with permanent Civil Service status and a Performance Rating of Satisfactory or higher.
EducationEducation equivalent to completion of the twelfth school grade.
ExperienceTwo years of clerical experience. One year of clerical experience in the preparation of payroll for a business or governmental organization may be substituted for the experience requirement.
Physical and Medical RequirementsAbility to physically perform the duties and to work in the environmental conditions required of a position in this class.
