This position is contingent on contract award, expected to begin in July 2026.

Technical / Operational Background: Independent CEM Consultant

Location: Allegheny County, PA

Compensation: $70-95k for the task (may be paid over 12 month period). This is an independent consulting role that is expected to be part time and can fit within the consultant’s existing schedule. No benefits apply as this is expected to be a 1099 role.

ACG is seeking a senior CEM-credentialed Emergency Management lead to manage a one time project as an independent consultant.

Senior Emergency Planner leading FEMA-aligned plan-development work for a client managing up to twenty-seven residential emergency-management plans (EOP, COOP, AHP, Mass Care, Active Shooter, Pandemic, AFN, IT DR, Cyber IR, etc.) for HACP’s ~10,000 residents, ~4,000 rental units, ~6,000 HCV-supported units, and ~300 employees.

• 10+ years relevant experience
• Consultant must carry professional liability and be in good standing

Certifications: MUST be a Certified Emergency Manager through International Association of Emergency Managers

• Experience with PHA / HUD-funded entity / county / municipal EM plans
• At least one verifiable PHA / municipal / county EM-planning engagement
• Located in the Pittsburgh, PA area
