74 is a full service, licensed Third Party Administrator providing benefit administration services to health, retirement and other benefit plans.

We are looking for a positive and highly motivated individual to become an integral part of our Management team.

Position Purpose

The Benefits Manager is a senior role within the Administration team, responsible for the administration, coordination, and support of health and welfare benefit plans. This position requires a well-rounded and in-depth understanding of health plan design, eligibility and enrollment, health plan operations, claims processes, and member services.

The Benefits Manager leads our communications team and serves as a liaison between plan participants, unions, employers, vendors, and internal departments. This role plays a central part in managing Open Enrollment periods, providing member education, serving as an escalation point for complex issues, and ensuring compliance with plan documents, collective bargaining agreements, and applicable regulations. The role works in tandem with our Plan Administrators, as well as the leadership team of the Health Claims and Health Plan R&E departments to manage the administration of health benefit plans.

Duties/Responsibilities
  • Maintain up-to-date knowledge of health and welfare plans, eligibility rules, and documentation requirements.
  • Manage complex enrollment-related administrative processes.
  • Navigate multiple software systems to enter, track, and manage enrollment data.
  • Audit enrollment data for accuracy and consistency across systems and vendors.
  • Assist with the development and refinement of standard operating procedures (SOPs) and best practices.
  • Provide functional guidance and oversight to internal support staff for assigned plans.
  • Managing print communication campaigns from drafting letters to analyzing mailing lists to ensuring quality control on final product before postage.
  • Reviewing and designing newsletters on various health-related topics.
  • Overseeing several Fund websites, specializing in site organization and accessibility.
  • Overseeing the designing and publishing of flyers for various Fund employers, informing participants of site visits and important benefit information.
  • Managing the implementation of various new benefits, creating in-take forms, informational materials, and communications campaigns.
Compliance & Documentation
  • Ensure enrollment and administrative activities comply with regulations, plan documents, and CBAs.
  • Maintain accurate participant records and documentation.
  • Assist with audits, reporting, and data requests.
  • Coordinate annual and special Open Enrollment periods.
  • Prepare enrollment timelines, materials, and system requirements in collaboration with Client Services and technical resources.
  • Attend Open Enrollment meetings, benefit fairs, educational events, and enrollment sessions, as needed.
  • Serve as a subject-matter expert for assigned plans.
Health Plan Operations & Support
  • Maintain working knowledge of medical, prescription, dental, vision, and ancillary benefits.
  • Identify recurring issues and trends and elevate as appropriate.
  • Collaborate with Administrators and technical teams to implement procedural or system changes.
  • Serve as a primary escalation point for complex member inquiries related to claims, eligibility, enrollment, or plan interpretation.
  • Respond to member inquiries via phone, email, and in-person meetings as needed.
  • Prepare/review educational materials regarding benefits, plan options, enrollment deadlines, and required documentation.
  • Serve as a primary point of contact for unions and participating employers regarding enrollment and eligibility matters.
  • Attend union and employer meetings as required.
  • Communicate plan changes, enrollment requirements, and administrative updates.
Qualifications
  • Associate’s or Bachelor’s degree in a related field or equivalent experience.
  • Minimum of 4 years of progressively responsible experience benefits administration or enrollment.
  • Demonstrated experience managing complex benefit plans or accounts.
  • Experience with unionized or multiemployer plans strongly preferred.
