Overview
Gather, analyze, calculate, and compile data to develop accurate cost estimates and bid proposals for civil and heavy highway construction projects. Support the bidding process from initial review through submission by coordinating with internal teams and external partners across DOT, commercial, and private work.
Responsibilities- Participate in daily safety huddles and support company safety practices.
- Analyze project plans, specifications, and requirements to develop accurate quantity takeoffs and cost data using estimating software (e.g., Agtek, Insite).
- Gather and evaluate material pricing, subcontractor quotes, and historical cost data to support estimate development.
- Prepare bids, quotes, and supporting estimate documentation for review and submission.
- Communicate with suppliers, subcontractors, field personnel, and owners to obtain information and clarify project requirements.
- Access and review project information from owner platforms (e.g., ECMS) and other external sources.
- Present estimates to management and incorporate feedback prior to final bid submission.
- Assist with post-bid activities, including project turnover, documentation, and file management.
- Resolve quantity discrepancies and respond to questions from owners or project stakeholders.
- Work extended or non-traditional hours as needed to meet bidding deadlines.
- Exercise proper care and maintenance of company equipment.
- Perform additional duties as assigned.
- Excellent interpersonal skills with the ability to communicate with peers and customers.
- Proficient in Excel.
- Familiarity with HCSS bidding software and PennDOT’s ECMS system preferred.
- Exceptional time management to meet deadlines.
- Ability to work under pressure with accurate results.
- Understanding of industry standards.
- Familiarity with PennDOT 408 and project manuals.
- Typing skills as well as some mathematical skills are helpful for this position.
- Valid driver’s license for the state in which you reside.
- Minimum two years of administrative duties in the heavy/highway construction industry preferred.
- High school graduate or equivalent required.
- Associate’s degree in business or related field preferred.
- Constant (67-100%) – Talk and hear in conversations with customers directly or on the telephone.

- Constant (67-100%) – See and read PC screens.
- Constant (67-100%) – Use fingers/hands to type and file.
- Constant (67-100%) – Use basic office equipment such as phones, computers, file cabinets, copier, etc.
- Frequently (34-66%) – Bend, stoop, kneel to file.
- Occasionally (0-33%) – Lift and/or transport items weighing less than 25 pounds from one location to another.
- Occasionally (0-33%) – Operate and sit in a vehicle for sustained periods of time.
- Occasionally (0-33%) – Walk and work on uneven terrain.
- Occasionally (0-33%) – Work in a field environment with exposure to adverse weather conditions, noise, dust, extreme temperatures.
- Occasionally (0-33%) – Wear personal protective equipment.
- Occasionally (0-33%) – Stand for long periods of time.
