Role Overview
Reporting to the Associate Director / environmental compliance lead for the West Point Site, the S&E Senior Specialist provides technical and regulatory guidance to GSE business partners and site operations, integrating environmental compliance programs and company standards into daily activities. Provides EHS subject‑matter expertise for facility needs and regulatory permitting across air, water, wastewater, and/or waste media, including compliance assurance, facility risk assessment/control implementation, and hands‑on support during operations, projects, and agency engagements.
MainResponsibilities
- Support environmental media permitting, compliance, and reporting
- Manage water and wastewater permits (e.g., NPDES/stormwater for industrial and construction; industrial wastewater pretreatment) and related reporting
- Characterize waste streams and evaluate against PNECs
- Maintain/update spill contingency and emergency response plans (e.g., SPCC, PPC, SPR, SWPPP, Slug Discharge, Hazardous Waste)
- Manage groundwater withdrawal and public water supply permits, monitoring plans, and reporting
- Monitor and report remediation programs (RCRA Corrective Action)
- Develop/deliver training on permit requirements, spill prevention/response, stormwater BMPs, and related safety topics
- Develop/maintain permit applications, renewals, modifications, condition tracking, compliance monitoring, and timely submittals
- Lead environmental regulatory program implementation; respond to inspection findings; prepare technical reports and corrective action plans; participate in meetings/site visits
- Provide EHS support for utility/infrastructure systems and monitoring/control systems
- Support design reviews, commissioning, start‑up, and MOC for capital projects and process changes
- Advise hazard assessments and technical reviews affecting safety and environmental compliance
- Advise contractor compliance and environmental controls during construction/maintenance; support prequalification/work package reviews
- Provide day‑to‑day EHS support (inspections, audits, incident investigations, corrective action tracking)
- Maintain environmental data/documentation; prepare internal/external reports and metrics
- Support emergency response planning/execution for environmental incidents and coordinate with responders/agencies
- Required:
Bachelor’s degree in Environmental Science, Engineering, or related technical field - Preferred:
Master’s degree; CHMM or similar certification - Required:
5+ years EHS experience in chemical/biotech/pharmaceutical manufacturing; experience implementing EHS programs and management systems; strong understanding of manufacturing processes and environmental/safety regulations; knowledge of EPA/PADEP/MCCD/DRBC; risk assessment/mitigation/control implementation; sustainable EHS procedures and training programs - Preferred: 2–3+ years in pharmaceutical manufacturing; utilities/facility systems support during design/commissioning/operations; regulatory agency interaction and permit/emissions/corrective action experience; MOC/EHS management system/risk assessment implementation and ability to train/influence cross‑functional teams
