This position will be filled by an energetic and innovative person who is responsible for coordinating and supporting the Second Deputy and Office Manager with the fiscal duties in the office.
Responsibilities- Reports to the Second Deputy and/or Office Manager on all fiscal matters.
- Supports the Second Deputy in the execution of Name Searches.
- Determines liability for transfer tax; refers questionable decisions to Second Deputy and/or Office Manager, if necessary, follows up detail of each with recording specialist.
- Using Landex, reconciles each cash drawer daily.
- Exports Landex financial reports daily into Quick Books for review by the Second Deputy and/or Office Manager.
- Balances cash register receipts each day, verifies end of month counter printouts.
- Confirm each day that bank transfers, and deposits are reconciled.
- Prepare daily ACH transfer to State Realty Transfer Tax bank account – this is to be verified by the Second Deputy and/or Office Manager.
- Verify that bank deposits are correct and deliver deposits to the bank.
- Communicate with the bank, and all upper management when problems occur.
- Balance check books and reconcile all bank accounts through Quick Books – per supervision of Second Deputy and/or Office Manager.
- Process all returned deposit items and prepare letters when necessary.
- Prepares writ tax report.
- Keeps listing and copies of all large transfer tax deeds.
- Prepares and verifies that monthly realty transfer tax printouts and reports are correct.
- Prepare commission and interest check for Treasurer’s Office and checks to the State.
- Executes and disperses electronic transfer of funds and reports to appropriate townships, boroughs, and school districts.
- Provides information to auditing firms for transfer tax remitted.
- Prepare monthly reports for the Treasurer’s office as directed by the Second Deputy and/or Office Manager.
- Prepare monthly reports and bank reconciliations for the Controller’s Office.
- Prepare all financial reports for the Recorder of Deeds – per supervision of Second Deputy and/or Office Manager.
- Assist County and State Auditors during the audit process.
- Maintain accurate accounts of the Record Improvement Fund.
- Any other duties assigned by the Recorder of Deeds.
- Answer the telephone and assist the public in need of information.
- Assist employees and public with Realty Transfer Tax issues.
- Accounting and/or bookkeeping experience required.
- Two years of practical experience or equivalent relevant college course work required.
- Knowledge of the Realty Transfer Tax law helpful.
- Excellent skills in Quick Books, Microsoft Excel, Microsoft Word, a plus.
