As a Program Analyst 2 serving as the Behavioral Health Program Specialist, you will oversee the daily programmatic operations of initiatives addressing the link between behavioral health and the criminal justice system. Focusing on mental health, substance use, and co‑occurring disorders, you will act as the primary point of contact for justice‑involved individuals. In collaboration with the Mental Health and Justice Advisory Committee and the Office of Mental Health and Substance Abuse Services, you will develop and enforce guidelines for statewide programs dedicated to diverting individuals with mental illness and co‑occurring disorders from the justice system.
Additionally, you will drive the mission of the Stepping Up Technical Assistance Center.
Your responsibilities will include leading the preparation of funding announcements for state and federal streams and ensuring grant applications adhere to strict federal and agency regulations; managing a comprehensive grant portfolio, monitoring active projects, approving quarterly reports, and processing modification requests; and conducting independent program analyses by collecting and organizing data to produce narrative reports, charts, and tables that evaluate project impact and inform future policy.

Work Schedule and Additional Information- Full‑time employment, 37.5 hours per week
- Work hours are 8:00 AM to 4:00 PM, Monday‑Friday, with a 30‑minute lunch
- Telework:
You may have the opportunity to work from home (telework) part‑time, reporting to the office one day per month and as needed. In order to telework, you must have a securely configured high‑speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

- One year as a Program Analyst 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Two years of analytical experience, one of which includes professional experience in program evaluation and the development of program recommendations, and a bachelor's degree; or
- An equivalent combination of experience and training.
