Position: L & I TECHNICAL CODE SPECIALIST (Code Enforcement)

Overview

This position involves complex technical inspection or plan review work within the Building, Electrical, Plumbing, and Code Enforcement specialties. Employees review construction and permit applications, perform field inspections to ensure compliance with the Pennsylvania Uniform Construction Code, City Ordinances, and regulations related to property maintenance, zoning, and fire prevention. Work is performed under general supervision and requires effective communication with design professionals, builders, developers, property owners, and the public.

Responsibilities
  • Review construction applications and related permit applications for residential and commercial structures to ensure compliance with applicable codes and ordinances.
  • Conduct complex field inspections to verify that projects are built in conformance with approved plans.
  • Provide clear explanations of code provisions and related ordinances to stakeholders and obtain their cooperation.
  • Maintain accurate inspection records and documentation.
Qualifications
  • Civil Service Status: Currently employed by the City of Philadelphia with permanent Civil Service status in the Department of Licenses and Inspections and a performance rating of Satisfactory or higher.
  • Education: Completion of an associate’s degree program with major coursework in building technology from an accredited college or university, or another technical institute.
  • Certifications:
    • Hazardous Materials Awareness – National Fire Protection Association (NFPA)
    • Property Maintenance/Housing Inspector – International Code Council (ICC)
    • OSHA 30 – issued by an OSHA authorized training provider
    • Fire Inspector 1 – International Code Council (ICC)
    • Fire Inspector 2 – International Code Council (ICC)
  • Experience: Three years of experience as an L&I Code Enforcement Inspector, or an equivalent combination of education and experience as determined by the Office of Human Resources.
  • Preference for Philadelphia Residents: Candidates who have maintained a bona fide residence in Philadelphia for at least one year prior to the test are given priority over other applicants with identical test scores.
