The Delaware Department of Health and Social Services, Division of Developmental Disabilities Services, is seeking a Deputy Division Director. The Deputy Director serves as part of the Division leadership team and reports to the Division Director.

Together, the Division leadership oversees the day-to-day operations and long-term policy and financial planning for the administration of its Home and Community-Based Services Waiver, the administration of the Pathways to Employment State Plan Amendment, and the State-operated intermediate care facility for individuals with intellectual and developmental disabilities, the Stockley Center.

The Division of Developmental Disabilities Services is responsible for assuring that Delawareans with intellectual and developmental disabilities and their families have access to programs and services that will enable them to live their lives as independently and productively as possible. The Division serves more than 6,000 individuals across the state, with 400+ state employees/FTEs, and manages a network of over 50 contracted provider agencies with annual budget of nearly $400M.

• Provide leadership to ensure the Department and Division’s mission, values and outcomes are implemented throughout the state.
• In collaboration with the Division Leadership Team and the Office of the Secretary, work closely with the Office of the Governor in the annual budget process and budget management.
• Maintain an effective working relationship with advocates, stakeholders, community leaders, schools, and providers serving people with developmental disabilities.
• Communicate effectively with service participants and family members regarding Division policies, practices and activities that promote service participant and family involvement in decisions affecting their individual services.
• Work collaboratively and creatively with staff from other State agencies to maximize services for individuals with developmental disabilities.
• Identify continuous improvement opportunities to improve the value of services available to individuals with developmental disabilities.
• Understand impacts of federal actions on state operations and work closely with federal partners.

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

• A minimum of five years’ experience in health or human services program administration with strong preference for managing developmental disabilities and/or community-based programs including oversight of facilities, budget, policy initiatives and personnel.
• Master’s degree preferred in a field related to the administration or provision of human services programs, including degrees in Social Work, Business Administration, Public or Education Administration, Special Education or clinical specialty area serving people with disabilities, however other educational levels combined with demonstrated years of experience will be considered.
