- Build and update HR planning, staff processes and compliance systems following U.S. federal and Texas labor laws to keep the company fully compliant.
- Create recruitment and manpower plans based on project progress and department needs. Handle full-cycle hiring for engineering, operations, safety and admin roles: posting jobs, screening resumes, scheduling interviews, negotiating pay and processing hires.
- Manage new hire onboarding: prepare paperwork, collect staff documents, complete E-Verify work authorization checks and build employee files.
- Run pre-employment screenings via DISA, including background checks, drug tests and credential reviews to meet project hiring standards.
- Use ADP for end-to-end HR & payroll work: new hire entry, records maintenance, attendance, overtime tracking, payroll calculation, benefit deductions and pay disbursement.
- Administer employee benefits: medical, dental, vision, 401(k) and PTO. Handle enrollment, deductions and policy explanations.
- Maintain employee data, labor cost tracking and finance data alignment in SAP.
- Manage internal systems (Feishu, OA, company email): create staff accounts, grant permissions and process internal approvals.
- Handle employee relations: grievances, disciplinary warnings, labor dispute mediation, appeals, resignations and terminations.
- Organize orientation, company policy and site safety training for all employees.
- Prepare regular HR reports on recruitment, headcount, turnover and labor costs to support management decisions.
- Liaise with project managers, site teams and headquarters, coordinate staffing adjustments and complete other HR tasks assigned by leadership.
- Bachelor’s degree in Human Resources, Construction Management, Administration or related fields.
- At least 3 years of workforce planning experience; construction/engineering HR background preferred.
- Prior experience supporting U.S. construction projects or familiarity with U.S. & Texas employment laws is a strong plus.
