This position is part of the Defense Human Resources Activity. The incumbent will be responsible for developing, implementing, and ensuring compliance with plans, policies, standards, architecture, and infrastructures that establish the framework for the management of Information Technology policy and planning applications. The incumbent provides coordination of Information Technology policy and planning across multiple divisions within their own Directorate.
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.
DutiesAs an INFORMATION TECHNOLOGY SPECIALIST (PLCYPLN) at the GS-2210-13/14, some of your typical work assignments may include:
- The incumbent will develop, implement, and ensure compliance with plans, policies, standards, architecture, and infrastructures that establish the framework for the management of Information Technology policy and planning applications, providing coordination of Information Technology policy and planning across multiple divisions within their own Directorate, and cross‑functional coordination of Information Technology service delivery of policy and planning across all Directorates within DMDC.
- Additionally, the incumbent will provide leadership and critically influence DMDC service delivery success with other Department of Defense and Federal agencies, offering Information Technology policy guidance to management in ensuring rigorous application of information security assurance in the delivery of planning and managing policies, principles and practices, in communicating, and integrating accountability for the overall success of the strategic policy plans to govern Information Technology activities alignment with critical agency priorities.
- Work includes identifying and addressing Information Technology workforce planning, prioritization, evaluation and monitoring, cost schedule management, risk management, quality management and resource allocations, and a wide range of Information Technology management activities that typically extend and apply to an entire organization or major components of an organization. This includes strategic planning, capital planning and investment control, workforce planning, policy and standards development, resource management, knowledge management, auditing, and information security management.
- Serves as an Information Technology Specialist in support of a wide set of policy, products and services within DMDC's portfolio of capabilities, providing methods and approaches for sharing information through the use of Information Technology performance measurement tools to help identify and resolve Information Technology workforce issues. The incumbent develops, implements, and interprets policy regulations effectiveness in accomplishing mission requirements, and is responsible for interpreting data from Integrated Business Framework, Data Alignment Portal (Business Enterprise Architecture Mapping), DoD Information Technology Portfolio Repository, Select & Native Programming Data Input Systems for Information Technology, DoD Information Technology Investment Portal, and Data Center Inventory Management to support the mission goals and objectives.
- The Information Technology Specialist leads a team responsible for the planning and execution throughout the product lifecycle, including gathering, prioritizing customer requirements, assisting in defining the vision, and working closely with other internal and external stakeholders. The incumbent approves and finalizes the definitions for the strategy roadmap, directs and leads application of program and technical skills in the provision and execution of overall direction and guidance for the development, acquisition, testing, and improvement and fielding of assigned systems.
The role provides leadership and direction in determining scope and priority of objectives, plans and activities based on business impact, customer impact and internal and external constraints.
