Eligibility Worker (Public Benefits Specialist) – Bilingual Preferred (English/Spanish)

This position supports Oregonians by providing services at our brand-new Seaside Branch. The role is not eligible for remote work.
Responsibilities- Perform eligibility determinations, redeterminations, periodic reviews, and updates to changes for ODHS, Oregon Health Authority (OHA), and Department of Early Learning and Care (DELC) programs.
- Interview applicants in person, by phone, and by e‑mail to gather information needed to assess and determine if there is a need for services and benefits.
- Assess client family strengths and needs, connecting families to other resources and programs.
- Update narrative reports summarizing new information from clients and collateral sources, findings of home visits, and conclusions.
- Work through the Oregon Eligibility Partnership (OEP) to deliver programs and services.
- Two years of experience determining eligibility for an agency program by interviewing to assess the needs of clients and interpreting and applying the policies, rules, and guidelines applicable to the client’s situation.
- An equivalent combination of education, training, and experience relative to the class concept.
- Demonstrated experience communicating effectively and working with individuals of a diverse population, including those experiencing financial or emotional stress.
- Experience successfully prioritizing work and attending to detail.
- Experience researching, interpreting, and applying policies and regulations in a work environment with frequently changing processes.
- Experience using time management, organization, and prioritization skills to meet deadlines.
- Experience working cooperatively in a team environment and making joint decisions in support of the department mission.
- Preference will be given to candidates that are bilingual in English and Spanish.
Work is conducted in offices and other program sites. The position is not eligible for remote work. Employees may interact with clients who are under emotional or financial stress. The role may require sitting at a terminal or telephone for prolonged periods of the workday.
Background Checks and RequirementsIf selected as a finalist, a criminal history and background check will be conducted. Adverse history may lead to disqualification. The Department does not offer visa sponsorship. Within three days of hire, employees must complete an I‑9 form confirming authorization to work in the United States. A valid driver’s license and acceptable driving record are required.
