The Manager, Impact Measurement and Evaluation at Canada Infrastructure Bank is a critical role within the Strategy team. Reporting to the Director of Impact, this position involves enhancing the impact of the Bank’s investments with an emphasis on economic growth, greenhouse gas emission reduction, and infrastructure development for Indigenous communities. The primary responsibilities include conducting thorough impact due diligence for investment opportunities and implementing quantitative and qualitative impact assessment approaches.
The manager will evaluate the realized versus anticipated impacts, ensuring strategic alignment and future investment insights.
- Conduct robust analysis of anticipated economic, social, and environmental outcomes.
- Collaborate with the investments team to integrate impact considerations into the investment process.
- Analyze data using quantitative and qualitative methods, model expected impacts, and develop impact estimates.
- Guide and develop third‑party advisor reports, extracting insights for impact measurements.
- Review and approve internal memo analysis and recommendations related to investment impacts.
- Own and evolve one or more CIB’s impact measurement standards in alignment with emerging best practices.
- Support the Director in improving CIB’s impact measurement and evaluation methodologies.
- Lead evaluation initiatives to compare project outcomes with expected impacts.
- Develop and execute internal training programs on CIB’s impact measurement approach.
- Serve as a subject matter expert on CIB’s impact measurement approach.
- Eight or more years of experience in relevant fields such as impact investment, infrastructure, sustainability, or finance.
- Graduate level degree in economics, public policy, or a related discipline, or equivalent experience.
- Strong quantitative analysis skills and experience with data modeling.
- Ability to synthesize complex information into structured analysis and clear recommendations.
- Proficiency in problem‑solving and strategic thinking.
- Interest and knowledge in public finance, impact investing, and infrastructure policy.
- Excellent writing and presentation skills.
- Demonstrated capability to manage competing deadlines and collaborate in fast‑paced environments.
- Bilingualism in English and French is an asset, though training can be provided.
