Responsibilities
  • Plan, schedule, assign and direct the daily work of staff to ensure the smooth and coordinated accomplishment of procurements without compromising quality and schedule delivery.
  • Perform supervisory responsibilities including assigning work, reviewing work products, hiring, and evaluating performance.
  • Develop or participate in the development of new or revised policies, procedures, initiatives, or performance measures related to procurements.
  • Work with staff in the implementation of new or revised policies, procedures, initiatives, and performance measures related to Port procurements, delegated authority, the Revised Code of Washington, or federal law.
  • Represent the Port in complex negotiations, discussions with multiple stakeholders, and Port leadership.
  • Perform appropriate risk analysis and develop contingency plans for unexpected problems that can have a significant impact on assigned procurements.
Qualifications
  • Five (5) years of experience in procurement, grants, and/or contract development, including one (1) year of experience mentoring, leading, or supervising staff and/or programs/projects.
  • Experience managing complex and federally funded contracts, and public works contracts is desired. NIGP certification or achievement within the first two years of employment is encouraged.
  • Commitment to equity and ability to apply equity and exemplify shared values, behaviors, and practices in all aspects of the work.
  • Deep knowledge of procurement, innovative techniques, problem solving, and policy development. Skilled in technical leadership, guidance, and policy interpretation in areas such as pre‑award or cost analysis.
  • Experience with public‑sector procurement software, vendor management, contract lifecycle management, ERP systems for requisitions, purchase orders, and contract payments. Ability to run and interpret system‑generated reports to ensure compliance with RCWs, federal procurement regulations, and audit requirements; proficiency using project management and collaboration tools such as SharePoint and Teams; and skill in data visualization and reporting tools.
  • Strong communicator who motivates and builds partnerships with internal teams and external stakeholders.
  • Ability to collaborate and achieve goals within an organization using systems thinking to connect departmental activities.
  • Analytical skill to synthesize data into actionable insights with clear, timely analysis and effective data visualization.
  • Highly organized with expertise in planning, prioritizing, and overseeing procurement tasks and supporting team members.
Additional Information
  • Work Schedule – Monday to Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Some flexibility in start and end times is possible. May be required to work shifts, weekends, holidays, emergencies, project site visits, and employee onboarding.
  • Work Environment – Hybrid/in‑office setting at management’s discretion.
  • Washington State Residency Requirement – Must establish a residence in Washington state within 30 days of first day of employment and maintain residence throughout employment. Telework performed within Washington State.
  • Security Requirements – TSA background check and FBI criminal history background check required. Employment contingent upon obtaining a Port of Seattle  upon clearance.
