Summary
The Program Analyst serves in the Human Resources Directorate under the Executive Resources Program Manager. The role functions as a staffing specialist monitoring and managing staffing actions for Merit Promotion Boards and Executive Resources Boards. Key activities include leveraging information from associated systems, databases, and spreadsheets, coordinating panels with senior leaders, and preparing and maintaining status reports of ongoing actions.
Duties- Participate in studies, analyses, and evaluations to identify needs and evaluate operations and programs relevant to HRPD.
- Locate and review files; contact other offices and external sources to obtain needed information.
- Work directly with senior executives, chiefs of staff, and other directorate representatives to obtain Merit Promotion Board members, develop interview questions, and arrange for individual and/or multiple MPBs.
- Serve as a consultant to Bureau managers on MPB policies and procedures, providing accurate information to other Bureau offices, managers, and outside entities.
Duties may be developmental in nature when filled below the full performance level.
Key Requirements- Must be a U.S. citizen or national.
- Selective Service registration is required for males born on or after December 31, 1959, unless exempt.
- May be required to serve a one‑year probationary period.
- Current permanent Department of Justice employee with competitive status or a CTAP/RPL eligible candidate.
- Background investigation sufficient for Federal employment.
- Must meet all applicable time‑in‑grade requirements by the closing of the announcement.
- Financial disclosure may be required for selected candidates in accordance with DOJ and Federal ethics guidelines.
Specialized experience implies demonstrated work performed in the normal line of progression or closely related to the duties of this position. Experience should be reflected in the applicant’s resume.
GS‑09- At least one year of specialized experience equivalent to GS‑07 that includes all of:
- Monitoring and managing actions for Merit Promotion Boards and Executive Resources Boards.
- Accessing information from systems, databases, and spreadsheets.
- Preparing and maintaining status reports of ongoing actions.
- Coordinating panels with senior leaders.
- Or a master’s or equivalent graduate degree, or 2 full years of progressively higher‑level graduate education leading to such a degree, or an LL.B. or J.D. (if related).
- At least one year of specialized experience equivalent to GS‑09 that includes all of:
- Applying knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical program operations.
- Collecting data and establishing analytical techniques to gather and analyze narrative and statistical data.
- Communicating orally and in writing to conduct fact‑finding and convey findings.
- Or a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher‑level graduate education leading to such a degree, or an LL.M. (if related).
- At least one year of specialized experience equivalent to GS‑11 that includes all of:
- Applying qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of administrative and technical program operations.
- Conducting studies to perform analysis of various MPB program‑related data.
