Summary
King County Records & Licensing Services (RALS) invites applications for the Project/Program Manager III position. The role leads and supervises a team of licensing inspectors, ensuring compliance with King County Code and ordinances for taxicabs, for-hire driver licensing, and transportation network companies (TNCs). Responsibilities include program oversight of operations, personnel activity, performance management, and development of county/department/division initiatives. The manager reports to the Licensing Operations Manager.
Job DutiesKey responsibilities for this position include:
- Prioritize, schedule and assign daily work, establish and adhere to agency goals, supervise and support licensing for-hire inspectors, and celebrate accomplishments to sustain a healthy workplace culture.
- Lead, coach, and motivate employees to work to their full potential.
- Strategize, organize and coordinate field compliance activities, education, and enforcement efforts with for-hire industry stakeholders.
- Develop and maintain policies and procedures related to the King County for-hire compliance and enforcement program in accordance with relevant regulations.
- Organize, coordinate, lead, and perform field inspections for drivers, vehicle licensees, regional dispatch agencies, and TNC licensees.
- Conduct performance evaluations, monitor work quality and quantity, establish performance metrics, and coach, counsel, and mentor based on those metrics.
- Discuss individual performance with employees and recommend training or development plans; take corrective measures as appropriate, including counseling, written reprimands, and disciplinary letters.
- Perform other duties as assigned.
Required qualifications and skills include:
- Demonstrated background providing excellent customer service and ability to prioritize and delegate tasks.
- Strong command of the King County for‑hire code, City of Seattle Municipal Code, Washington Administrative Code, and Revised Code of Washington.
- Experience successfully leading and supervising people while establishing effective working relationships; ability to work collaboratively in a diverse team and community environment.
- Experience in conflict resolution, problem solving, and negotiation to defuse stressful situations.
- Comfortable in an electronic environment, analyzing data to generate new information and discern patterns, anomalies, and trends.
- Ability to prepare and present moderate to complex information to a variety of audiences, including administrative hearing officers, judges, senior management, stakeholders, and staff.
- Experience performing investigations and inspections, including interviewing witnesses, collecting evidence, determining courses of action, completing investigation reports, and issuing written warnings and citations.
- Foster positive relationships with internal and external partners, including City of Seattle, Port of Seattle representatives, and other agencies.
- Maintain a valid Washington State Driver’s License.
- Pass a pre‑employment driving record check and criminal background check.
- Work a variety of schedules, including all seven days of the week, all hours of the day, and holidays.
