Overview

King County Metro Transit’s Facilities Division (TFD) seeks a Senior Business Analyst to serve as a project and process leader linking business needs with technology solutions.

The role is a critical link between business requirements and technology offerings, ensuring projects align with Metro’s goal that transportation is a human right. The position operates within an equitable and inclusive environment where every team member can thrive.

Location:

King Street Center (201 S. Jackson St., Seattle, WA 98104). This is a hybrid full‑time position requiring a minimum of two days per week onsite.

Key Responsibilities
  • Lead the Business Intelligence & Analysis and Data Integrity work, supporting the Workforce Development Team, Equity Office, and Continuous Improvement Office.
  • Own all business processes and documentation related to Business Intelligence & Analysis, from intake and backlog management to task tracking and training.
  • Develop and implement a visual management system for the Division, including requirements gathering, dashboard creation, coaching on Leader Standard Work, and internal audits.
  • Lead Data Integrity and Business Intelligence & Analysis teams in gathering current state, stakeholder interviews, workshops, data extraction, and analysis.
  • Analyze data to draw insights and make data‑driven recommendations that support decision‑making, ensuring equity principles are integrated.
  • Lead and facilitate meetings: prepare agendas, coach presenters, manage action items, and foster an inclusive environment.
  • Develop and execute change‑management plans for new processes and technologies, communicate with stakeholders, provide training, and monitor implementation progress.
  • Act as a coach and leader, fostering a collaborative team environment.
  • Maintain high organization and ensure timely completion of team deliverables.
  • Manage projects with detailed plans, risk assessments, mitigation strategies, and monitoring to ensure on‑time delivery.
  • Deliver exceptional customer service by engaging with customers and stakeholders.
  • Create comprehensive documentation: requirements specifications, use cases, data/process flow diagrams, business process models, and user stories.
  • Perform other duties as assigned.
Minimum Qualifications
  • Bachelor’s degree in Business Administration, Public Administration, or related field AND at least two years of experience in business process analysis and improvement, or a combination totaling six years.
  • Skill and ability to build teams, lead others, coach, mentor, train, and teach adult learners.
  • Experience with SQL and Power BI or similar software.
  • Knowledge and understanding of Equity and Social Justice principles.
  • Advanced knowledge of data integrity, analysis, design, and maintenance of complex business and data management systems.
  • Skill and experience extracting and analyzing data, solving complex analytical problems, and making recommendations based on data analysis.
  • Knowledge and skill in basic statistics and data analysis methods.
  • Effective verbal and written communication skills, including preparing clear, concise reports and presenting to diverse audiences.
  • Knowledge and experience with project management techniques, methodologies, and tools.
  • Skill and experience facilitating small and large group meetings, process improvement workshops, and discussion groups.
  • Skill and experience working with a variety of individuals from diverse backgrounds and organizational roles, breaking down barriers to open communication and establishing collaborative relationships.
  • Strong customer service skills and knowledge.
Desired Qualifications
  • Knowledge of process improvement methods such as Lean and Six Sigma.
  • Knowledge and understanding of group dynamics and change management methods to build cohesive teams.
  • Advanced knowledge of data visualization tools, including data analytics software and Power BI.
  • Advanced knowledge of King County’s administrative systems, policies, and procedures.
  • Experience working in a transit organization.
  • Experience designing and developing a Business Analyst Program.
