Job Overview

Senior Business Analyst – Transit Facilities Division. This role acts as the crucial link between business needs and technology solutions, ensuring projects align with Metro’s belief that transportation is a human right.

Eligibility

This position is open to King County employees and the general public.

Key Responsibilities
  • Lead the Business Intelligence & Analysis and Data Integrity work while supporting the Workforce Development Team, Equity Office, and Continuous Improvement Office.
  • Own all business processes and documentation related to Business Intelligence & Analysis, manage work request intake, backlog, task assignment, training, monitoring, and acceptance criteria.
  • Develop and implement a Division‑wide visual management system: gather requirements, create dashboards, train teams on daily board use, coach leaders on Leader Standard Work, and audit system maturity.
  • Lead Data Integrity & Business Intelligence & Analysis teams to gather current state, requirements, and document complex data through interviews, surveys, workshops, extraction, and analysis.
  • Analyze data to provide insights and data‑driven recommendations, using tools such as Power BI and ensuring equity principles in data collection.
  • Facilitate meetings, prepare agendas, coach presenters, manage action items, and promote inclusive participation.
  • Drive change management initiatives: develop implementation plans, provide training and support, and monitor adoption.
  • Coach and lead the team, fostering collaboration and support.
  • Maintain organization of work outputs and ensure on‑time delivery.
  • Manage projects: develop plans, set timelines, coordinate resources, conduct risk assessments, and monitor mitigation.
  • Deliver customer service, engage stakeholders, address concerns, and provide solutions.
  • Create comprehensive documentation: requirements specifications, use cases, data/process flow diagrams, business process models, and user stories.
  • Perform other duties as assigned.
Minimum Qualifications
  • Bachelor’s degree in Business Administration, Public Administration, or related field, and two (2) years of business process analysis and improvement experience, or six (6) or more years of combined experience and education meeting required skills.
  • Experience building teams, leading, coaching, mentoring, and teaching adult learners.
  • Proficiency with SQL and Power BI or similar software.
  • Knowledge of Equity and Social Justice principles.
  • Advanced knowledge of data integrity, analysis, design, and maintenance of complex business and data management systems.
  • Experience extracting, analyzing data, solving analytical problems, and making recommendations.
  • Basic statistics and data analysis methods knowledge.
  • Effective verbal and written communication skills, including report preparation and presentations.
  • Project management knowledge and tools.
  • Facilitation skills for meetings, workshops, and discussion groups.
  • Ability to work with diverse individuals, break down barriers, and maintain collaborative relationships.
  • Strong customer service skills.
Desired Qualifications
  • Knowledge of Lean and Six Sigma methods.
  • Knowledge of group dynamics and change management techniques.
  • Advanced knowledge of data visualization tools, including Power BI.
  • Knowledge of King County administrative systems, policies, and procedures.
  • Transit organization experience.
  • Experience designing and developing a Business Analyst Program.

Work Location and Schedule

Primary work location:
King Street Center, 201 S. Jackson St., Seattle, WA 98104.

Full‑time, 40‑hour work week, typically 7:00 a.m.–3:30 p.m., Monday‑Friday, subject to change. Hybrid schedule requires a minimum of 2 days per week onsite.
