As our Apprenticeship Consultant 3 in the Division of Labor Standards, you'll have the opportunity to provide consultative and technical services for the development and enforcement of complex registered apprenticeship training programs. These complex registered apprenticeship training programs involve multiple trades, crafts, functions, multiple technical/industrial operations and processes, and multiple technical and political issues involving labor organizations, business interests, scope of work jurisdictions, and/or legal issues.

In this role, you'll support enforcement of state and federal statutes related to registered apprenticeship, including the Washington State Apprenticeship Act, chapter 49.04 RCW; the National Apprenticeship Act, 29 U.S.C. 50;
Apprenticeship Programs, Title 29 Part 29 CFR; and Equal Employment Opportunity in Apprenticeship and Training, Title 29 Part 30 CFR which govern employment and training in apprenticeable occupations.

Some of what you'll do:

• Perform technical reviews of existing and proposed revised standards, for compliance with state and federal rule, law, policy, and clarity/consistency.
• Assist in the development of proposed new program standards and completion of required forms and documents related to new program development for compliance with State and Federal rule, law and policy, and clarity and consistency.
• Consult with program sponsors and potential program sponsors to ensure proposed new and revised standards utilize clear language, are internally consistent, properly formatted, and are aligned with existing industry/occupational standards.
• Receive, review, and properly process, registered apprenticeship records and forms in a timely manner.
• Work toward the goal of performing an in-person, on-site or virtual consultation with each assigned registered apprenticeship program sponsor at a minimum of once per year.
• Enforce state and federal rules of apprenticeship and apprenticeship agreements by conducting systematic, on-site or virtual Compliance Reviews within the appropriate timeframe on registered apprenticeship program operations to ensure adherence to Standards of Apprenticeship, applicable laws, rules, Washington State Apprenticeship and Training Council (WSATC) policies, and Equal Employment Opportunity requirements.
• Utilize all functions of ARTS. Input data, review program submissions, prepare reports. Able to work with programs to resolve basic issues.
• May assist programs with the development and implementation of Corrective and/or Field Action Plans.
• Proactively monitor assigned programs for administrative compliance.

Required:

• Journey level standing as a result of completion of an apprenticeship program and two years of experience working for, or providing technical assistance and consultation services to apprenticeship program
• OR
• Two years as a Coordinator/Training Director for a program approved by a state apprenticeship council or the U.S. Department of Labor Bureau of Apprenticeship Training
• OR
• A Bachelor's degree and two years of professional experience involving apprenticeship
• OR
• Four years of experience developing and implementing apprenticeship programs or pre-apprenticeship programs that have a documented relationship to, and receive guidance from, an apprenticeship program(s)

For this position, telework is permitted 4 days per week with one day either in the office or in the field. The assigned duty station for this position is Tukwila, Washington. For positions where in-office work is necessary, the frequency of telework will be discussed with the supervisor of the position at the time of offer.
