Position Description

Seattle City Light, a department of the City of Seattle, is one of the nation’s largest municipally owned utilities in terms of the number of customers served. The Project Delivery Business Unit offers Term‑Limited Temporary Resident Engineer/Inspector positions in the Construction Management Unit. As a senior construction management professional, you will act as the single point of contact for construction contractors and be responsible for on‑site construction contract administration of complex public works projects.

The assignments last two years and eleven months and are benefit‑eligible. Work locations include an office, construction project trailer, remote generation site, or a City Light supplied vehicle, as dictated by project siting. The positions are located at the South Service Center in Seattle and report to the Civil Engineer, Supervisor.

Job Responsibilities
  • Participate in pre‑bid walk‑throughs and constructability reviews.
  • Chair pre‑construction meetings.
  • Perform and oversee quality assurance inspections, ensuring compliance with contract requirements and permits.
  • Document construction activities through daily reports, photographs, and as‑built records.
  • Track construction progress against schedules.
  • Measure and prepare contractor payment documentation.
  • Coordinate design clarifications.
  • Evaluate and formulate responses to claims.
  • Negotiate and prepare contract change orders.
  • Coordinate with project stakeholders including contractors, project managers, engineers, consultants, and others.
  • Monitor site safety practices and best work practices to ensure environmental protection; coordinate final inspections and punch lists.
  • Complete contractor performance evaluations.
  • Supervise and train associate and assistant inspectors.
Qualifications

Requires four years civil engineering experience and an Associate Degree in Civil Engineering Technology or two years of college‑level coursework in engineering and construction technology (or a combination of education and/or training that provides the equivalent background required to perform the work of the class).

Desired Qualifications
  • Thorough knowledge of construction management principles, practices, and procedures, including methods, materials, equipment, and techniques used in the construction, inspection, and administration of public works contracts. Knowledge of electrical systems construction and maintenance.
  • Construction Manager or Project Management certification.
  • Familiarity with local, state, and federal regulations as they relate to project safety, environmental protection, and general construction practices.
  • Experience or ability to lead/supervise associate and assistant inspectors.
  • Experience in claims/risk management strategies.
  • Experience reading and interpreting contract documents and evaluating and tracking construction schedules.
  • Ability to foster a collaborative work environment and successfully coordinate the effort of a project team.
  • Five years of construction management and/or project management experience preferred.
  • Bachelor’s degree in Construction Management or Civil Engineering Technology.
  • Proficiency in MS Word and MS Excel and a working knowledge of scheduling software.
  • Excellent written and oral communication skills.
  • Capacity to work effectively in a multi‑cultural environment with a diverse customer base.
Salary

The full salary range for this position is $62.79 to $70.35 per hour.
