Wastewater Construction Management IV - Project Representative
The Construction Management Unit in the WTD is seeking an experienced construction professional to administer a variety of construction contracts, including work order, design‑bid‑build, general contractor/construction manager, and design‑build type contracts ranging from $10K to $100M+.
In this role, you will manage diverse construction contracts and oversee all facets of construction project execution. This high‑impact position leads major infrastructure improvements that directly contribute to public health and environmental protection. You will serve as the liaison between the County and contractors, lead Construction Management teams, and collaborate with a variety of specialists to ensure project success.
Responsibilities- Administer overall implementation and owner‑representative roles for capital improvement program construction DBB, work/job‑order and/or DB/GCCM contracts.
- Coordinate and lead matrixed CIP personnel, including Operations and Maintenance, engineering, community relations, permitting, environmental, right‑of‑way/property, project control, administrative support, construction management, and design consultant staff.
- Ensure compliance with plans and specifications; manage scopes, schedules, budgets, risk, communication, and develop and implement QA/QC responses.
- Manage construction disputes and change order processes, following K‑C WTD standards for document management and filing.
- Lead and coordinate construction closeout activities and work with the team during the closeout phase.
- Minimum of a bachelor’s degree in construction management, engineering or a related technical field, or equivalent education and experience (5 years of construction engineering/management, including 3 years of field inspection).
- Ability to read and interpret engineering drawings and specifications and provide constructive, relevant comments to project managers, engineers, and consultants.
- Working knowledge of relevant construction laws, ordinances, County policy, and contract terms and conditions.
- Working knowledge of codes, standard plans and specifications, and quality control methods.
- Thorough knowledge of current construction methods, practices, materials, and equipment; at least 2 years of experience in wastewater or heavy industrial facility construction.
- Proficiency in inspecting material and workmanship, recognizing construction deficiencies, and recommending corrective action.
- Experience working with contractors to ensure compliance with contract requirements, quality, safety, and timeliness.
- Ability to determine contract entitlement and negotiate changes promptly.
- Skill in planning and organizing the work of a construction management team (inspectors, project control engineers, administrative assistants, and consultants).
- Ability to resolve conflicts within teams and with contractors, working with diverse groups.
- Excellent oral and written communication skills.
- Proficiency with word‑processing and data analysis software needed for work products.

- Valid Washington State Driver's License
- Construction experience in operational industrial, water, and wastewater treatment facilities.
- Experience managing large, high‑profile, technically and/or contractually complex public works construction contracts.
- Experience navigating construction claims and litigation.
- Additional experience with alternative construction delivery methods, including progressive design‑build and/or GCCM.
- Experience in heavy civil construction or operational wastewater treatment facilities.
