Job Summary

The Site Manager serves as Black & Veatch's senior on-site representative and is responsible for leading Construction Management services during execution of a brownfield coal-to-gas power plant conversion project. The Site Manager will provide leadership, oversight, coordination, and assurance across all construction activities performed under multiple owner-held contracts. Working within an active operating facility, the Site Manager will coordinate project stakeholders, engineering, commissioning, operations, safety personnel, and contractors to safely deliver the project while minimizing impacts to ongoing plant operations.

Construction will be executed utilizing a combination of union and non-union contractors under client-managed contracts. The Site Manager is accountable for construction planning, contractor interface management, field coordination, schedule oversight, safety leadership, quality assurance, risk management, and reporting. This role does not include responsibility for supplying craft labor or direct management of self-perform construction forces. The Site Manager acts as the Owner's construction advisor and field leader, ensuring contractors execute work in accordance with contract requirements, project objectives, and site standards.

Key Responsibilities
  • Lead day-to-day Construction Management activities during project execution.
  • Serve as the primary field interface between the Owner, EPC/engineering team, plant operations, contractors, and commissioning personnel.
  • Coordinate activities across multiple owner-held construction contracts.
  • Lead contractor coordination and progress meetings and facilitate resolution of field issues.
  • Monitor contractor performance related to safety, quality, productivity, schedule, staffing, and contract compliance.
  • Oversee implementation of construction work within an operating brownfield power generation facility, including outage and tie-in activities.
  • Coordinate interface management between union and non-union contractors while maintaining compliance with site labor practices and project requirements.
  • Review and validate contractor progress, change requests, payment applications, and field reports.
  • Drive construction schedule adherence and recovery planning in collaboration with contractors and project controls personnel.
  • Promote a culture of safety, environmental stewardship, quality, and operational excellence.
