Morgner Construction Management is looking for Estimators for rail, heavy civil, and transportation infrastructure construction projects. Prepares independent cost estimates and parametric cost models; reviews contractor cost proposals; supports change order negotiations; and provides cost data and analysis to project management staff.

Duties & Responsibilities:

The following duties are a representative summary of the primary duties and responsibilities may be required to perform additional, position-specific duties.

  • Prepares detailed independent cost estimates (ICE) at various stages of project development including conceptual, preliminary, design, and construction phases for rail and transit infrastructure projects.
  • Reviews contractor bids, proposals, and change order requests for reasonableness, accuracy, and compliance with contract requirements.
  • Develops parametric cost models, historical cost databases, and unit cost benchmarks for transit and infrastructure construction.
  • Performs quantity takeoffs from design drawings, specifications, and contract documents.
  • Supports change order negotiation and resolution by preparing and presenting cost analysis documentation.
  • Participates in risk assessment workshops and develops cost contingency recommendations based on project risk profiles.
  • Prepares cost estimating reports, summaries, and presentations for project management and executive review.
  • Maintains historical cost data and reference databases to support future estimating efforts.
  • Coordinates with project controls staff on budget development, baseline establishment, and cost forecasting.
  • Monitors construction market conditions, material pricing, labor rates, and Washington State prevailing wage requirements relevant to transit and infrastructure construction.
  • Other duties as assigned.
MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s degree in Engineering, Construction Management, or closely related field and five years of progressively responsible experience performing cost estimating functions on rail, heavy civil, or transportation infrastructure projects; OR an equivalent combination of education and experience.

Preferred Licenses or

Certifications:
  • Certified Cost Professional (CCP) or Certified Cost Technician (CCT) by AACE International.
Required Knowledge and

Skills:
  • Operational characteristics, services, and activities of a capital program.
  • Cost estimating principles, methodologies, and best practices for large construction projects.
  • Construction means, methods, and materials for rail, transit, tunneling, and heavy civil work.
  • Quantity takeoff procedures and estimating software applications.
  • RS Means, WSDOT UBA, and similar cost estimating databases and unit cost references.
  • Change order analysis and negotiation principles.
  • Risk-based contingency development and cost risk assessment techniques.
  • Washington State prevailing wage requirements and public works contracting regulations.
  • Reading and interpreting construction drawings, specifications, and contract documents.
  • Written and verbal communication skills sufficient to present complex cost data clearly.
