Job Summary

The Dean of MTSS at Tumwater Middle School is an administrative role that provides strategic and instructional leadership to design, implement, and sustain a high-functioning MTSS framework within the complexities of a middle school environment. This role centers on building coherent systems, strengthening Tier 1 instruction, and developing advanced tiers (Tier 2 and Tier
3) of academic intervention that are responsive, data-driven, and equitable. The Dean ensures that MTSS is embedded into the school’s instructional core, aligning curriculum, assessment, intervention, and scheduling systems so that every student receives the level of support needed to succeed.

Core Responsibilities
1. Systems Design for a Middle School MTSS Model
  • Develop and lead a cohesive MTSS system that functions effectively within a departmentalized middle school structure.
  • Establish clear protocols, decision rules, and workflows for Tier 1, Tier 2, and Tier 3 supports across all content areas.
  • Design intervention delivery models (e.g., WIN/flex periods, intervention blocks, advisory integration) that balance targeted support with access to core instruction.
  • Ensure alignment between MTSS, PLCs, master scheduling, and school wide initiatives to avoid fragmentation.
  • Build sustainable systems that can be consistently implemented across grade levels and teams.
2. Instructional Leadership & Tier 1 Strengthening
  • Partner with teachers and instructional leaders to ensure high-quality Tier 1 instruction is the foundation of student success.
  • Support implementation of evidence-based instructional strategies, including differentiation, scaffolding, and engagement practices.
  • Identify and address instructional gaps contributing to intervention needs, particularly in literacy and mathematics.
  • Ensure alignment between core instruction and intervention practices, preventing disconnection between what is taught and what is remediated.
3. Development of Advanced Academic Interventions (Tier 2 & Tier
3)
  • Design and oversee robust Tier 2 and Tier 3 intervention systems that are:
    • Skill-specific and standards-aligned
    • Data-driven and progress-monitored
    • Feasible within a middle school schedule
  • Establish entry and exit criteria for interventions based on multiple data points.
  • Ensure interventions are delivered with fidelity and consistency across staff and settings.
  • Support staff in selecting and implementing evidence-based intervention programs and strategies.
  • Continuously evaluate the effectiveness of interventions and refine systems based on outcomes.
4. Data Systems & Continuous Improvement
  • Build and maintain integrated data systems that include academic, behavioral, and attendance indicators.
  • Lead regular data review cycles and structured problem-solving processes with grade-level and content teams.
  • Develop staff capacity to:
    • Analyze student data efficiently
    • Identify root causes of learning challenges
    • Adjust instruction and interventions accordingly
  • Ensure progress monitoring practices are consistent, actionable, and sustainable.
5. Staff Development & Coaching
  • Provide targeted professional development on:
    • MTSS systems and structures
    • Data use and progress monitoring
    • Instructional strategies and intervention delivery
  • Coach PLCs, grade-level teams, and intervention staff to strengthen implementation.
  • Build shared ownership of MTSS across all staff, reinforcing that all educators are responsible for all students.
6. Communication and Collaboration
  • Facilitate MTSS team structures, including grade-level problem-solving teams and student support teams.
  • Coordinate communication among teachers, administrators, specialists, and families.
  • Ensure students receiving support across multiple classes experience a coordinated and aligned intervention plan.
