Seattle Public Utilities (SPU) is recruiting for a Senior Civil Engineer in the Water Planning & Program Management Division of the Water Line of Business and Utility O &M Branch. This position will serve in a planning and oversight role for water transmission system asset management and capital improvement program investment. It is critical to meet system planning, condition assessment, asset maintenance, and re-investment planning needs for the water transmission system.
In this role, you will join SPU’s Transmission & Distribution Systems Planning Section within Planning & Program Management Division and focus on planning and initiating water infrastructure capital improvement projects. You’ll serve as program manager of our water transmission system program, helping identify and plan transmission system rehabilitation and capital investment needs. The section consists of 9 engineering and planning professionals tasked with performing water system assessment, capital project planning, options analysis, capital project initiation, and asset management of the drinking water system transmission and distribution systems assets.

- Carry out water system planning and analysis to identify, prioritize, budget, and accomplish critical upgrade work in SPU's water transmission system. Develop project alternatives, conduct options analysis, identify preferred alternatives, develop project scopes and budgets, and secure project approvals.
- Serve as Water Transmission System Capital Program Manager:
Direct and oversee water transmission system asset management and capital improvement programs. Responsibilities include assessment, planning, prioritizing, and initiating transmission system capital investments, formulating and managing capital program budgets, and collaborating with SPU’s Project Delivery and Engineering Branch. - Act as Subject Matter Expert:
Develop familiarity with the Seattle water transmission system and become an expert on SPU's water pipelines and transmission system assets. Assist in problem solving for system failures and support planning for major repair projects. - Work with Water Seismic Resiliency Program Manager to implement recommendations of SPU’s 2018 Water System Seismic Study, prioritizing and executing seismic resiliency projects.
- Collaborate with internal partners to develop and implement asset management plans for water transmission system assets.
- Develop RFPs, lead consultant selection processes, and negotiate/manage consultant contracts for planning, analysis, and development of capital project options.
- Coordinate contracts, designs, and construction with agencies such as Sound Transit and WA State DOT; serve as reviewer of final plans, specifications, estimates, and agreements.
