Responsible for oversight of implementation and coordination of the elements of PSM, RMP and CAA 608 programs, regulatory compliance, and the integrity of the industrial refrigerant systems, including ammonia and other cooling process systems for all shore plants in Alaska. The Senior PSM Coordinator reports to the Division Manager of Refrigeration Engineering.
Responsible for the PSM Coordinators and PSM Assistant Coordinators at the assigned plants.
Key Responsibilities- Implements PSM programs and ensures that regulatory requirements are met as a minimum as directed by the Division Manager of Refrigeration Engineering.
- Supports PSM Plan Managers directives in Regions/Plants they are assigned.
- Attends and participates in regular meetings with PSM stakeholders.
- Implements corporate programs and systems that drive consistency while ensuring that procedures and practices are aligned with state and federal laws and regulations.
- Maintains a working knowledge of PSM (14 elements), RMP, CAA 608 and applicable state and federal rules and regulations. Keeps current on changes to laws and regulations that apply to industrial refrigeration. Provides technical and high level PSM related training as required.
- Implements and maintains the above regulations, requirements, and programs.
- Conducts audits and inspections of plant performance and activities.
- Ensures proper and timely completion of corrective actions as a result of audits and inspections.
- Coordinates with Plan Managers in PSM and RMP program activities at a local and asset level which include management of change, pre‑startup safety review, and process hazard analysis activities. The PSM Coordinator also coordinates and participates in field MOC and PSSR meetings when needed.
- Promotes a process safety culture and drives improvements in the PSM/RMP programs.
- Assists on corporate PSM/RMP audits as needed.
- Provides support during OSHA and EPA audits of the PSM and RMP programs, and other regulatory audits of refrigeration systems.
- Provides direction to Corporate Risk Management, Engineering, Maintenance and contractors for refrigeration and related to projects / modifications.
- Defines and prioritizes site programs to meet the needs of regulatory compliance, risk analysis recommendations, corporate policies, site specific procedures and audit findings.
- Assists plant staff in prioritization of action items to address gaps.
- Manages shortages of PSM personnel and covers effected regions as necessary.
- Maintains 5‑yr. MI and NDE Schedules for all Alaska Base facilities. Works with PSM Plan Managers for execution of audits and follow up items.
- Acquires knowledge of Trident’s Environmental and Safety Policies by completing required training programs and performing designated work activities in accordance with training and procedures/work instructions.
