Responsibilities
The Deferred Maintenance & Repair (DMR) Cost Estimator provides expert cost estimating support for federal deferred maintenance, recapitalization, and construction projects. The role involves preparing detailed cost estimates using PACES and MII software, developing Basis of Estimate documentation, conducting Life Cycle Cost Analyses (LCCA), and ensuring compliance with GAO and AACE International cost estimating best practices. The Cost Estimator also develops and maintains agency‑specific cost libraries, performs cost escalation forecasts, and supports project managers during negotiations, change orders, and risk analysis.
Qualifications- Required Certifications: Certified Cost Professional (CCP), Certified Estimating Professional (CEP), or Certified Professional Estimator (CPE) (or equivalent).
- Experience: Minimum 5 years of cost estimating experience for engineering and construction projects; at least 2 years using PACES and MII.
- Knowledge: GAO Cost Estimating and Assessment Guide and AACE International Recommended Practices.
- Technical Skills: Ability to prepare and document cost estimates (ROM, conceptual, IGCE, LCCA, CSRA), develop Basis of Estimate documentation, and conduct cost risk analyses; proficiency in Microsoft Office (Word, Excel, PowerPoint, Access, Project).
- Experience conducting Monte Carlo simulations and sensitivity analyses using @Risk or similar tools (preferred).
- Prior federal cost estimating experience (preferred).
- Experience maintaining cost element libraries and cost history databases (preferred).
- Familiarity with deferred maintenance and recapitalization project types (preferred).

Education:
Bachelor’s degree in Engineering, Construction Management, Architecture, or related field. - Preferred Education:
Advanced degree in Engineering, Construction Management, or related field. - Additional professional certifications in cost engineering or project controls (preferred).
