Role description

Arcadis is seeking a highly skilled Resident Engineer to support a major Transit Authority in the delivery of complex capital construction projects. In this client‑facing role, you will serve as the Authority’s on‑site technical lead, providing expert oversight of construction activities and ensuring that work is executed safely, efficiently, and in alignment with project goals. accountabilities
  • Represent the consulting firm and the Transit Authority as the on‑site engineering lead for assigned construction projects, ensuring adherence to contract documents, technical standards, and regulatory requirements.
  • Provide daily oversight of contractor activities, including monitoring progress, verifying quality, and ensuring compliance with safety and environmental protocols.
  • Lead field engineering tasks such as reviewing submittals, RFIs, shop drawings, and technical clarifications; coordinate timely resolution of issues with designers and stakeholders.
  • Collaborate closely with transit operations, maintenance, safety teams, and external partners to maintain safe work zones and minimize service disruptions.
  • Conduct regular site inspections and prepare detailed documentation, including daily reports, field memos, deficiency logs, and progress summaries.
  • Supervise and mentor field inspection staff, ensuring consistent application of quality assurance practices and client standards.
  • Review contractor schedules, track progress against milestones, and support schedule analysis and recovery strategies.
  • Evaluate change order requests, assist with cost and schedule impact assessments, and support negotiations on behalf of the client.
  • Facilitate construction meetings, prepare meeting minutes, and maintain organized project records in accordance with consulting firm and client requirements.
  • Support testing, commissioning, and turnover activities to ensure systems and facilities meet operational and performance criteria.
  • Uphold all applicable federal, state, and local regulations, including FTA requirements when relevant.
  • Champion a culture of safety, quality, and continuous improvement within the project team and across all client interactions.
Required Qualifications
  • Bachelor’s degree in Civil Engineering, Construction Management, or related field (PE license preferred).
  • 10+ years of engineering or construction management experience, with at least 5 years in transit, rail, or heavy civil infrastructure.
  • Strong technical knowledge of transit systems, including stations, trackwork, structures, utilities, signals, communications, or related disciplines.
Key Skills & Abilities
  • Demonstrated experience overseeing contractors and managing field engineering activities in active transit environments.
  • Familiarity with Transit Authority standards, public‑sector procurement, and regulatory frameworks.
  • Excellent communication, leadership, and client‑service skills.
  • Proficiency with construction management tools (e.g., Bluebeam, Procore, Primavera P6, MS Project).
  • OSHA 30 certification preferred.
Preferred Qualifications
  • Prior experience working for or consulting with major Transit Authorities.
  • Washington State PE License.
  • Ability to build strong, trust‑based relationships with clients, contractors, and stakeholders.
  • Proven success delivering projects in constrained, high‑traffic, or operational transit corridors.
