Job Overview
Water Quality Planner/Project Manager III – Salary $ - $ annually – Location King Street Center, 201 S Jackson St, Seattle, WA – Job Type Career Service (Exec)
Responsibilities- Serve as a water quality subject matter expert for complex, high‑risk capital and operating projects, developing and applying guidelines as needed.
- Provide technical expertise on construction site water management and stormwater control during design and implementation.
- Conduct weekly construction site inspections of temporary erosion and sediment controls and ensure water quality permit compliance.
- Develop scopes of work for consultant support of capital projects.
- Coordinate with Washington Department of Ecology, King County Industrial Waste, and local jurisdictions to resolve construction challenges and meet surface water quality and sanitary sewer requirements.
- Support other Water Quality and Mitigation & Monitoring staff as needed.
- Extensive knowledge of water quality principles and competency in environmental engineering, planning, geology, hydrology, or related fields.
- At least five years of experience conducting construction inspections for Compliance with Construction Stormwater General Permit (CSWGP) and King County Industrial Waste (KCIW) permits.
- Excellent oral and written communication skills, capable of conveying complex technical information to multidisciplinary teams and regulatory agencies.
- Strong analytical skills to summarize complex data and inform project planning.
- Excellent technical writing skills, including preparation of environmental planning documents and scopes of work.
- Experience working with construction contract specifications and ensuring water management plans conform with permitted conditions.
- Knowledge of dewatering processes, permit implications, and dewatering discharge management.
- Knowledge of critical area protections and restoration principles.
- Competencies:
Action Oriented, Collaborative, Able to Manage Ambiguity, Decision Quality.
- Valid Washington State Driver’s License.
- Certified Erosion Control and Sediment Control Lead (CESCL).
- ISA Certified Arborist.
- Certified Professional in Erosion and Sediment Control (CPESC).
- Qualified SWPPP Developer (QSD).
- Outdoor work on uneven terrain up to three hours at a time, year‑round.
- Exposure to onsite construction noise during weekly inspections.
