About Your Role

CMTS is seeking an experienced Senior Project Manager – Utility Capital Programs to support a major municipal utility capital improvement program in Seattle, Washington.

The Senior Project Manager will lead multiple task orders under an on-call public-sector contract. Assignments may include project planning, alternatives analysis, design support, construction-phase services, commissioning, and project closeout.

This position will serve as the primary day-to-day client contact while managing multidisciplinary project teams, engineering subconsultants, project controls, financial performance, quality, and contract compliance.

Education Requirements

  • Bachelor's degree in engineering, construction management, or a related field
  • Equivalent professional experience may be considered

What You'll Need to Get the Job

  • At least 12 years of experience delivering public-sector capital projects
  • At least five years of experience supporting municipal water, wastewater, stormwater, drainage, or related utility infrastructure projects
  • Demonstrated experience managing task-order, on-call, or indefinite-delivery contracts for public agencies
  • Experience managing project scope, schedule, budget, quality, risk, and client expectations
  • Strong client-facing communication and stakeholder-management abilities
  • Proven leadership of multidisciplinary consultant and engineering teams
  • Experience developing scopes of work, cost estimates, work authorizations, and task-order proposals
  • Knowledge of public-agency contracting practices and consultant-services agreements
  • Ability to successfully complete a background check

Preferred Qualifications

  • Project Management Professional certification
  • Professional Engineer licensure
  • Experience supporting Seattle-area public agencies
  • Familiarity with the City of Seattle contracting environment
  • Experience with phased or stage-gate project delivery
  • Knowledge of owner asset-management frameworks
  • Experience working within a rotational or rapidly mobilized task-order environment

What You'll Be Doing

  • Lead the execution of task orders under a multi-award municipal utility on-call contract
  • Direct projects involving planning, options analysis, preliminary engineering, final design, construction support, commissioning, and closeout
  • Serve as the primary client contact for assigned task orders
  • Develop, scope, price, negotiate, and execute task orders and work authorizations
  • Mobilize multidisciplinary teams to meet changing client needs and project schedules
  • Manage multiple concurrent assignments while maintaining schedule, budget, quality, and technical performance
  • Direct engineering consultants, technical specialists, and subconsultant teams
  • Manage subconsultant contracts, scopes, budgets, schedules, deliverables, and performance
  • Prepare project budgets, financial forecasts, cost reports, and earned-value analyses
  • Review invoices, monitor project profitability, and identify potential financial risks
  • Lead project-progress meetings, executive briefings, stakeholder discussions, and client presentations
  • Prepare executive-level reports, technical documentation, meeting summaries, and client correspondence
  • Enforce quality-assurance and quality-control requirements for all project deliverables
  • Confirm compliance with owner standards, technical specifications, regulatory requirements, and industry best practices
  • Identify project risks and implement mitigation strategies to maintain project performance
  • Support WMBE and DBE inclusion goals, subcontractor participation, supplier-diversity initiatives, and utilization reporting
