The Department of Natural Resources (DNR) has an exciting opportunity within our Olympic Region as a Fiscal Analyst 2.

This position is the Payroll & Benefits Fiscal Analyst for the Olympic Region. This position reviews and approves payroll documents and deduction forms, and reviews and analyzes accounting data for accuracy before and after entering into agency and statewide financial systems.
Responsibilities include interpretation, analysis, and verification of fiscal data and understanding and application of Collective Bargaining Unit rules, Washington Administrative Code, SAAM, Civil Service Rules, federal taxes, and other miscellaneous deductions for processing employees’ time records, Health Care Authority rules for processing employees’ insurance, and Department of Retirement System rules for processing employees’ retirement. Position leads and trains fiscal staff in processing employee payroll documents & applicable deductions, as well as all applicable rules and regulations.
Prepares and analyzes accounts payable and receivable discrepancy solutions. This position also processes data for, and reviews, analyzes, and interprets multiple reports from financial systems, including accounting, contracts, and grants, and corrects discrepancies, analyzes compliance with employee withholding to the Internal Revenue Service. This position assists higher-level staff in the implementation of financial systems and recommends fiscal controls and improvements of business practices to upper management.
This position processes employee benefits and distributes employee reports and files as necessary.
- Payroll & Benefits Administrator. Tasks include verifying and reconciling the semi-monthly payroll information for approximately 170 permanent, part-time, and seasonal employees. Prepare and analyze semi-monthly leave reports to identify employees requiring additional regular and overtime pay adjustments, which require complex, detailed calculations and analysis of payroll records. Analyze, interpret, and apply complex Civil Service Rules, and DNR policies and procedures in regard to regular pay, overtime, part-time, and exempt employees;
overtime-eligible and non-eligible employees; employee benefits to ensure accuracy and compliance with State and Federal requirements, and Collective Bargaining Unit Agreements. - Region Benefits Specialist. Tasks include overseeing and verifying medical, dental, life, and long-term disability insurance enrollments and changes, ensuring accuracy of coverage and deductions. Processes long-term disability claims. Verifies and ensures the accuracy of retirement data. Analyze and research discrepancies in labor reports to ensure that region staff charges are appropriately distributed. Research employee Time and Activity Reports (TARs) to verify appropriate organizational codes and position numbers for staff hours defaulted from the distribution system.
- Accounts Payable. Audit Warrant Register, verify documents created by other fiscal staff; analyze stalled payments in AFRS, and make corrections as needed. Analyzes and prepares documents for the fiscal & biennium close. This includes reviewing and analyzing agency reports, invoices, FES, agency forms, OFM rules, and Financial Management Division guidance. Prepares and analyzes FES and agency reports regarding payments in FES and uploads payables into the FES system.
- Accounts Receivable. Ensures accurate application of payments, internal controls, and resolves complex application issues for all funds received in the Olympic Region.
