Summary

The King County Facilities Management Division ("FMD") Finance Section is looking to fill a Business and Finance Officer III position, directly supporting our Real Estate Services ("RES") section and managing the Real Estate Services Sub‑Fund of the King County General Fund and the stand‑alone Long‑Term Lease Fund. We are looking for someone with real estate and/or property management experience, who will not only be able to execute all financial requirements of the County’s Real Estate Section, charged with negotiating and executing real property acquisitions and divestitures, leasing space for other King County agencies, and supporting other property sales and leasing transactions, while also ensuring compliance with all applicable legal, funding source, or contract requirements;

including research on any open issues or operational variances within that section. It is an exciting time for FMD as we are in the process of assessing and improving internal operations, challenging existing ways of doing our work, and looking to become proactive partners in our support of all King County initiatives.

The successful finance professional in this role would not only be responsible for overseeing and implementing all the accounting, budgeting, and financial reporting for both the RES Fund and the LTL Fund, but also provide needed financial analysis of fund revenues and costs for FMD leadership and other KC entities. The position is responsible for making recommendations to FMD leadership on matters related to financial processes, including preparing Fiscal Notes to be included in legislative decision packages submitted to King County Council.

Finally, the role will provide subject matter expertise, recommendations, and other support for the Real Estate Section.

This role also supervises one Business & Finance Officer I ("BFO I") direct report, providing excellent opportunities to develop or expand your supervisory skills. The position will assign, direct, and monitor the work of the BFO I which currently includes: overseeing permit billing and processing of permit payments; reviewing and approving RES invoices for payment; and reviewing RES lease invoicing and recording adjustments to customer accounts as needed.

Job Duties
  • Own overall financial oversight of the RES sub‑fund.
  • Prepare financial reviews and analyze the RES proforma budget reports prepared by the budget office; work to develop the RES proposed biennial budget as needed.
  • Analyze actual revenues and work with RES staff to develop estimated biennial revenue projections for RES services covering permits, property acquisitions, franchises, right of way easements, property sales, property management services and other leasing activities of the County. Submit revenue projection documentation for King County Council approval, run various budget system reports, and reconcile such submittals to ensure accuracy and completeness.
  • Analyze fund expenditures to determine biennial base budget requirements for staff salaries and benefits, supplies, outside support services, real estate transaction costs, and provide analyses and recommendations to RES leadership on revenue enhancements and cost containment opportunities.
  • Work with RES leaders to support new building space requests, preparing space cost estimates, budget submittal documents, requests for new positions and/or other incremental expenditure requests. Input that information into King County’s budget systems including uploading supporting documents. Run all monthly, quarterly and annual budget system reports needed and periodically reconcile with submittals to ensure accuracy and completeness.
  • Work with the assigned budget analyst to document budget assumptions, answer questions, and provide supporting documentation for the RES fund’s budget.
  • Provide information to FMD leaders, Real Estate Services Manager, Finance Manager, and budget staff analyst for questions from the Executive Office, Budget Office, and King County Council staff.
