Position: Treasury Operations Specialist (Fiscal Specialist 3)

This recruitment is to fill a 35-hour per week Term-Limited Temporary position that is anticipated to end in May 2028. If filled by a King County employee who has passed their initial probation, it will be a Special Duty Assignment.

King County’s Finance and Business Operations Division, Treasury Section, is seeking a Treasury Operations Specialist.

We are looking for a candidate with strong interpersonal skills, exceptional attention to accuracy and detail, and a genuine interest in developing subject matter expertise across multiple treasury functions. The role requires effective use of systems, tools, and analytical thinking to resolve complex payment and account issues. The ideal candidate manages time well, works independently and collaboratively, and maintains focus on daily priorities.

This position also involves periodic direct interaction with the public, requiring professionalism, empathy, and respect.

Scope of

Job Duties
  • Statute and Procedures:
    Apply Washington state law (RCWs), King County Code, and internal procedures to evaluate property tax accounts and ensure decisions for processing payment, refunds and responses to various tax matters are compliant with state statutes.
  • Systems and Processes:
    Use tax administration systems and tools proficiently; understand end-to-end processes to strengthen analytical and troubleshooting skills.
  • Account Triage:
    Identify and resolve account and payment irregularities through analysis, research, and strong system knowledge.
  • Customer Service:
    Shift to customer-facing tasks as needed, responding to taxpayer inquiries with professionalism and respect.
  • Financial Tools and Tracking:
    Use systems to process data interfaces, refunds, payment adjustments, and fund movements; maintain accurate spreadsheets.
  • Communications:
    Handle inquiries and communications requiring independent judgment; address questions related to payments, billing, and collections.
  • Documentation:
    Draft correspondence; prepare statements and notices; maintain records and reports in compliance with procedures and state law.

    Collaboration:

    Actively engage with team members and collaborate with cross-departmental partners to resolve complex tax issues to support customers in a timely manner.
  • Customer Interaction:
    Provide clear, courteous information, even in challenging situations; accurately explain account details and taxpayer issues.

    Understand customer needs, gather and analyze information, and provide clear direction and solutions.
  • Flexibility:
    Cross-train as assigned; work independently or in teams; work remotely or onsite as needed.

Minimum Qualifications
  • Apply practical knowledge of Treasury’s property tax system and related applications.
  • Execute effective account triage by analyzing, deconstructing, and resolving complex tax account issues.
  • Demonstrate precise attention to detail, manage time efficiently, and organize multiple priorities while addressing customer needs.
  • Adapt quickly to shifting priorities, juggle multiple projects, meet tight deadlines, and deliver high-quality work consistently.
  • Use Microsoft Office tools proficiently, including Excel, Word, Outlook, Teams, and SharePoint.
  • Communicate clearly, collaborate effectively, write professionally, and provide excellent customer service.
  • Perform front-line customer service or billing and collections work with confidence.
  • Engage respectfully and effectively with individuals from diverse backgrounds.
  • Work remotely or onsite as required to meet operational needs.
Preferred Qualifications
  • Experience with LEAN processes and principles.
  • Knowledge of governmental treasury operations.
Position Information
  • Work Site Details:
    The team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is King Street Center, 201 S. Jackson, Seattle, Washington 98104.
  • Location Requirement:
    Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
