Fiscal Monitoring/Site Visit Office (Business And Finance Officer III)

The Health Sciences Division is seeking a fiscal monitoring subject-matter expert to build and execute the Division's fiscal site visit program across a large backlog of community-partner contracts. Working independently under general direction, the incumbent will conduct fiscal site visits, review invoices and supporting documentation for allowability and compliance, prepare results letters and follow-up tracking, and present findings and documentation requirements to community partners and in-division program/project managers.

This position has no supervisory responsibility.

Public Health – Seattle & King County (PHSKC) works to protect and improve the health and well-being of all people in Seattle and King County, with a major focus on eliminating inequities in social and health outcomes. The Health Sciences Division provides fiscal, grants, and contracts oversight for a broad portfolio of public health programs, including restricted, settlement-funded work. The Finance and Administrative Services team within the Division manages budget strategy, grants and contracts compliance, and fiscal monitoring across a large community-partner contract portfolio.

Temporary opportunity. Term-Limited Temporary (TLT) positions are "at-will" positions but are eligible for benefits. This TLT is currently anticipated to last approximately nine (9) months, not to exceed through June 30, 2027. However, funding sources for this work remain uncertain and dependent upon decisions actively being made at both the federal and local levels. As a result, the end date of this position may be adjusted based on those decisions.

The County and the Department continue to work to secure long term funding sources.

Special Duty Assignments are open to Career Service, Career Service Exempt or other regular (non-temporary) employee in King County who has completed their initial County probation. Work Schedule:

Monday through Friday, 8:00 am to 5:00 pm.

The primary onsite location 401 5th Ave, Seattle, WA 98104 but the selected will travel to various sites throughout King County to conduct site visits. A county vehicle will be available for use.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

• Plan and conduct fiscal site visits of community-based contractors, including developing and applying a risk-based sampling methodology for invoice and expenditure review.
• Review invoices and supporting documentation to determine allowability, allocability, and compliance with contract terms, funder requirements, and federal Uniform Guidance (2 CFR 200).
• Prepare fiscal monitoring results letters documenting findings, missing or insufficient supporting documentation, and required corrective actions; maintain follow-up tracking through resolution.
• Develop and deliver presentations to community partners and in-division program/project managers to communicate documentation requirements, findings, and expectations.
• Build and maintain fiscal site visit and monitoring infrastructure — tools, templates, trackers, and standard operating procedures — to support consistent, division-wide monitoring.
• Run, compile, and analyze financial and expenditure reports from County financial systems to support monitoring, reconciliation, and ad hoc analysis.
