Budget And Finance Officer II

The King County Sheriff's Office, Finance, Budget and Accounting team is recruiting for a Budget and Finance Officer II. This role supports procurement, financial transactions, auditing, and system improvements while ensuring compliance with King County policies and regulations. It independently manages complex procurement operations, processes detailed financial activities, assists with grant-related requirements, and provides analytical support across programs. The position also serves in a lead role for three (3) Fiscal Specialists, offering training, workload coordination, and guidance on financial procedures.

This position is open to the public. This recruitment will initially be used to fill the current vacancy. It will also create an eligibility list to fill future vacancies of the same classification for the Sheriff's Office. The list will be valid for one (1) year. This position is a civil service classified position. The recruitment and hiring process will be administered in accordance with King County Civil Service Rules.

This position serves in an advanced role and oversees the procurement, accounts payables, expense claims and travel processes, while ensuring compliance with King County's policies and requirements. Additional duties include:

  • Interpret complex procurement rules and procedures and provide guidance to employees.
  • Make recommendations to CFO and Budget Manager on complex procurement and coding expenses.
  • Manage and process financial transactions, including processing invoices and complex purchase requests, reconciling P-Card purchases and reimbursements to employees and non-employees, and researching and resolving discrepancies, expenditure changes or inconsistencies.
  • Analyze and recommend improvements for internal procurement and travel processes
  • Serve as a department liaison for the County's travel management system, Concur. This position will assist employees with travel requests, review expense reports for accuracy and assist employees with correcting submissions and reports when necessary.
  • Implement or facilitate implementation of county and agency's procedures and policies for regulatory compliance.
  • Conduct routine financial and program systems audits. Monitor, track, and report audits and project and/or program status.
  • Monitor the procurement, invoices, and expense claims trackers to ensure workload balance amongst the staff and use reporting systems to monitor work progress and accounting accuracy.
  • Review, analyze, and/or prepare ad hoc analysis as necessary.
  • Provide training, guidance, and responsive support to co-workers on new processes and financial procedures.
  • Independently manage complex procurement that require formal and informal solicitations, piggybacking off of existing contracts, or waivers.
  • Work with contract specialists, the Risk Management Team, and internal/external entities on negotiating the terms and conditions of contracts.
  • Process grant-funded purchase requests applying the strict grant tracking requirements and procurement procedures in compliance with local, State, and Federal rules. Support the Grant Administrator and BFO III with gathering grant documentation for reporting.
  • Serve as lead for three (3) Fiscal Specialist positions. Train new employees; independently make decisions in assigning and checking work.

Minimum of five (5) years of professional, comprehensive accounting experience, including three years of procurement, accounts payables experience or an equivalent combination of education and experience in financial operations within a large organization.
