Dhaka Technologies Limited is seeking a qualified Training Specialist to support a District of Columbia Government client within a 911 Public Safety Answering Point (PSAP) / Emergency Communications environment.
This role is responsible for delivering structured training programs for new hires and experienced personnel, ensuring operational readiness and compliance with established emergency communications standards. The Training Specialist will develop, coordinate, implement, and instruct comprehensive training programs while monitoring trainee performance and supporting ongoing professional development initiatives.
Key Responsibilities- Conduct new hire training and continuing education programs for emergency communications personnel.
- Develop, coordinate, and implement training curricula aligned with operational policies and regulatory standards.
- Manage training schedules, monitor trainee progress, and evaluate performance.
- Provide instruction on E-911 systems and related communications equipment, including Computer-Aided Dispatch (CAD), Criminal Information Networks, and telephony systems.
- Ensure training content aligns with 9-1-1 dispatching policies, procedures, and equipment standards.
- Develop and update policies, standard operating procedures (SOPs), bulletins, and internal notifications.
- Prepare clear, concise training materials, reports, correspondence, and evaluations.
- Assess emergency communication scenarios and guide trainees in applying appropriate response protocols.
- Minimum two (2) years of experience as an Emergency Communications Operator in a 911 call center environment.
- Strong knowledge of 9-1-1 emergency dispatching systems, communications procedures, and operational equipment.
- Working knowledge of Federal Communications Commission (FCC) regulations relevant to emergency communications.
- Knowledge of modern training methodologies and current best practices in emergency communications training and staff development.
- Ability to design and deliver structured, effective training programs.
- Proficiency in operating E-911 systems, CAD platforms, criminal information networks, and related communication technologies.
- Strong written communication skills with the ability to draft policies, procedures, and formal documentation.
- Ability to prepare detailed and accurate records, evaluations, and reports.
- Ability to multitask and assess emergency communication scenarios efficiently and accurately.
All contract personnel must comply with applicable District of Columbia government policies and procedures, including human resources and progressive discipline standards. Work is performed onsite at designated agency locations.
