Position: Interim Temporary or Out-of-Class (OOC) Solid Waste Development Review Specialist (P&D Spec II)

About the Role

Seattle Public Utilities’ (SPU) Solid Waste Code and Contracts Compliance group has an exciting opportunity for a planning professional to join a dynamic team to help implement policy and municipal code, and review public and private land use and construction permits to ensure compliance with Land Use and Solid Waste Code for solid waste storage areas, access, and collection.

This position will report to the Solid Waste Development Review Supervisor in the Solid Waste Planning and Program Management Division.

This opportunity is expected to last up to 11 months through June 2027 and is open to all qualified candidates (internal and/or external).

Interim temporary assignments are initially non‑benefitted.

Primary

Job Responsibilities for the Solid Waste Development Review Specialist (P&D Spec II)
  • Conduct review of architectural plans for proposed buildings, including townhomes, middle housing, multifamily housing, and commercial and industrial developments.
  • Analyze site conditions, recommend options, and communicate code and solid waste safety requirements and best practices to applicants of proposed buildings.
  • Serve as a subject matter expert for Solid Waste in Seattle Department of Construction & Inspections pre‑submittal conferences for new building proposals.
  • Host meetings with permit applicants to identify solid waste storage and collection solutions for buildings with challenging conditions.
  • Learn about and apply standards from other departments to ensure positive outcomes for solid waste and other critical uses of public streets and alleys.
  • Research, write, and edit internal and customer‑facing reference guides to clarify requirements and best practices for solid waste storage, access, and collection for proposed buildings.
  • Write memoranda for the Design Review Boards for proposed buildings to communicate solid waste and land use code requirements.
  • Update customer‑facing reference and guidance documents to reflect 2025 update to SMC 23.54.040 and 2026 Director’s Rule SW-420 for solid waste storage, access, and collection.
  • Design and give presentations about solid waste storage & access requirements to architecture and development firms, internal staff, and Design Review Boards.

Experience

Two (2) years of experience in planning and research related to land use, urban economics, human services, environmental issues, conservation, solid waste management or other work directly related to City planning and development activities.

Education

Bachelor's degree in Planning, Urban Design, Environmental Studies, Public Administration or related field. If no degree, two (2) additional years of relevant experience.

Combinations of appropriate education, training, certification, and experience will be evaluated on an individual basis for comparability to the minimum education and experience requirements.

Preferred Qualifications
  • Robust knowledge of solid waste industry norms and practices.
  • Excellent interpersonal and communication skills with experience in customer service as it relates to utilities, permitting, or compliance.
  • Ability to analyze and interpret architectural plans with a focus on site and solid waste storage & collection plans.
  • Excellent organizational skills.
  • Proficiency in Word, Excel, PowerPoint, and Outlook.
  • Proficiency learning a variety of software programs.
  • A mindset of continual improvement.
  • The ability to work well both independently and as part of a team.
  • The ability to manage projects and various workplan strategies.
