This position reports directly to the Criminal History Analysis & Improvement Unit Supervisor (Management Analyst 5) and supports the organization’s mission by working with Criminal History Analysis & Improvement Unit program staff, participants, representatives of outside organizations and/or members of the public in defining needs and planning, designing, and developing specialized program activities; monitors and tracks staff and stakeholder participation in program activities.

the Division

The Criminal Records Division (CRD) manages the collection and dissemination of criminal justice information for enhanced public safety. The Criminal History Records Section (CHRS) provides complete, accurate, and accessible criminal history record information (CHRI) in the interest of public safety. The Criminal History Analysis & Improvement Unit (CHAI) builds upon prior work to improve the completeness and accuracy of CHRI reporting through grant projects, training, auditing and outreach programs.

CHAI staff compiles the Annual Disposition Reporting Compliance Audit which is sent to criminal justice agencies and stakeholders. Current tasks include implementing the Fix NICS state implementation plan, improving disposition compliance audit program, participating in federal projects related to criminal history records and working with Washington Criminal Justice Agencies to improve reporting completeness and accuracy as well as exploring and implementing LEAN ideas to streamline workflow.

Responsibilities
  • Act as liaison between the Criminal History Records Section and customers by providing quality information and training to criminal justice and non‑criminal justice contributors and users.
  • Assist criminal justice agencies and private and public sector agencies by providing fingerprint rolling techniques training and RAPsheet reading classes.
  • Serve as subject matter expert on criminal history record and sex/kidnapping registration reporting, advising agencies on best business practices.
  • Provide audit information and facilitate stakeholder meetings throughout the state.
  • Coordinate with counties’ criminal justice agencies to hold bi‑annual stakeholder meetings.
  • Compile and disseminate the Annual Compliance Report on Disposition Reporting.
  • Reconcile WASIS RAPsheet with the FBI III.
  • Ensure training materials are up‑to‑date and complete.
Qualifications
  • High school graduation or GED equivalency.
  • Must possess a valid Washington State Driver’s License (or the ability to obtain one within 30 days of employment), in order to provide training and livescan installations throughout the state.
  • Must be able to travel alone or with others in a state vehicle.
