Job Title

Under the direction of the Building Official, assist in the administration and supervision of the Building Services Division; assist with the development of policies and procedures, project coordination and oversight, interpretation of codes, and the plan review of large and complex commercial development projects; assign, supervise and evaluate the work of assigned building inspection and plans review staff; support administration of the Port of Seattle Interlocal Agreement (ILA) and other active ILAs.

  • Assist in the administration and supervision of the Building Services Division.
  • Coordinate review comments between City departments and personnel; deliver verbal or written comments and explanations according to established procedures.
  • Assign and review the work of assigned inspection and plan review staff; supervise and evaluate the performance of assigned personnel.
  • Review hiring applications and interview applicants as directed; reassign and discipline personnel according to established procedures; provide training as assigned.
  • Evaluate pre-application and permit applications for complexity and priority; perform, coordinate and complete high-priority plan review on large and complex commercial development projects; assign and monitor consultant plan review services of large and complex commercial development projects; coordinate third-party review with in-house project review; assign, supervise and direct plan review services of plan review staff.
  • Assist plan review staff with the plan review processes; review structural, non-structural, and other plans for code compliance; review construction plans and assure compliance with building codes.
  • Assist with and develop policies and procedures; communicate with City personnel and outside organizations to interpret, explain, and enforce City policies and operating procedures; coordinate division activities, exchange information, interpret codes, and resolve issues or concerns.
  • Assist the Building Official with updating and creating City ordinances, reviewing State law, analyzing current problems, and communicating with appropriate personnel regarding ordinance issues.
  • Serve as the Building Official and manager in the absence of the Building Official, as directed.
  • Serve as the project facilitator/coordinator of complex building projects to coordinate their review with other divisions and act as the contact for the division, as assigned.
  • Prepare and maintain a variety of records and reports related to assigned projects and activities and submit documents to appropriate personnel or departments as directed.
  • Perform building field inspections as assigned; field train and monitor the activities of inspectors; drive to sites as directed.
  • Provide support for the permit center to include application submittal, permit processing, technical support, and customer assistance.
  • Stay abreast of new trends in the field of plan examination and building, plumbing, mechanical, energy and electrical code compliance; attend professional group meetings at local and state levels.
  • Serve as designated essential personnel during any emergency management response scenario. Assist with managing and directing emergency building damage assessment inspections as part of the City's Continuity of Operations Plan.
  • Establish and maintain working relationship with Port of Seattle (POS) Airport Building Department (ABD); coordinate and monitor peer review and inspection of selected POS projects as part of the ILA with the Port of Seattle.
  • Monitor and track inspection and plan review activities for established Interlocal Agreements.
  • Coordinate and provide technical assistance to inspection and code enforcement staff on work without permits transition to code enforcement case as needed.
  • Special projects as assigned.
  • Attend various staff and committee meetings as assigned.

Perform related duties as assigned.

Required

Education and Experience

Associate of Arts degree in construction technology, structural engineering, construction management or closely related field. Bachelor's preferred.

A minimum of three (3) years experience as a building inspector and a minimum of three (3) years experience in plans examination.

OR

A combination of education, training and experience that provides the candidate with the knowledge, skills and abilities to perform the job.

Knowledge Of
  • Code development and comprehension as related to assigned activities.
  • Adopted Building, Residential, Plumbing, Mechanical and State Energy Codes.
  • State, federal and local laws and ordinances related to assigned activities.
  • Permit process, related application requirements, and tracking procedures.
  • General construction requirements and practices.
  • Applicable ordinances related to code enforcement, document requirements for various types of non-compliance with State and local construction codes (Stop Work orders, Work Without Permit, Unsafe postings, etc.),
  • Principles and practices of supervision and training.
