Environmental Specialist

Morgner Construction Management is looking for Environmental Specialists for rail, transit, and transportation infrastructure construction projects. Monitors contractor compliance with environmental permits, mitigation measures, and applicable environmental regulations; prepares environmental documentation; coordinates with federal, state, and tribal regulatory agencies; and supports environmental training and compliance reporting for assigned projects.

• Monitors contractor compliance with environmental permits, Environmental Commitments Records (ECRs), mitigation monitoring and reporting programs (MMRPs), and applicable federal, state, and local environmental regulations during construction.
• Performs regular environmental inspections and audits of construction sites to verify compliance with stormwater pollution prevention plans (SWPPPs), biological resource protection measures, cultural resource monitoring requirements, and other environmental commitments.
• Prepares environmental inspection reports, compliance monitoring reports, and regulatory agency notifications as required by permits and agency procedures.
• Manages and coordinates permit compliance with federal, state, and local regulatory agencies, including Section 404/401 Clean Water Act permits, Hydraulic Project Approvals (HPAs), Coast Guard permits, local shoreline development permits, and local critical area permits.
• Supports preparation and processing of environmental permit applications, permit modifications, and project-level environmental documentation under SEPA and NEPA.
• Monitors and documents construction activities in sensitive environmental areas including wetlands, waterways, riparian zones, and ESA-listed species habitats.
• Coordinates cultural resource and tribal monitoring activities in accordance with Section 106 commitments, project agreements, and government-to-government consultation requirements.
• Provides environmental awareness training to construction management and field inspection staff.
• Prepares and maintains environmental compliance files, permit tracking logs, and mitigation measure implementation records.
• Responds to environmental incidents including spills, unexpected discoveries, and permit exceedances; coordinates immediate corrective actions and regulatory notifications.
• Other duties as assigned.

Bachelor’s degree in Environmental Science, Environmental Engineering, Biology, or closely related field and five years of progressively responsible environmental compliance experience on rail, heavy civil, or transportation infrastructure construction projects;

• Certified Environmental Professional (CEP) by the National Association of Environmental Professionals.
• Qualified Stormwater Pollution Prevention Plan Developer (QSD) or Practitioner (QSP).
• Wetland delineation, biological assessment, or cultural resource monitoring certifications as applicable.
• Valid Washington State driver’s license.

• Operational characteristics, services, and activities of a capital program.
• Federal and Washington State environmental regulations applicable to construction projects, including NEPA, SEPA, Clean Water Act, ESA, and NHPA Section 106.
• Environmental permitting processes including Section 404/401, Hydraulic Project Approval (HPA), shoreline development permits, and local critical area permits.
• Environmental permit compliance monitoring and mitigation measure implementation for transit construction.
• Stormwater management and SWPPP requirements for construction sites.
• Biological resources, wetlands, and waterway protection requirements for transit and rail construction.
• Cultural resources compliance and Section 106 tribal consultation and government-to-government coordination.
• Environmental incident response procedures and regulatory notification requirements.
• Technical report writing and regulatory correspondence.

• Work is performed in a standard hybrid office and field environment, including active construction sites, light rail corridors, commuter rail areas, and transit station facilities.
• This role may require visiting construction sites not always accessible by public transit; possession of a valid driver’s license required.
