These experienced professionals provide administrative expertise, facilities management, natural and cultural resource planning, and a broad array of other professional skills that support the National Park Service through the Experienced Services Program (ESP).

The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. Enrollee will serve as an Environmental Program Advisor and technical advisor for the NPS Pacific West Region on Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) and other contaminant releases or threatened releases which potentially impact NPS resources within multiple parks.

J.D with minimum additional experience of 20 year(s) in legal work regarding CERCLA, the National Contingency Plan (NCP), Clean Water Act (CWA), National Environmental Policy Act (NEPA), National Historic Preservation Act (NHPA), Occupational Safety and Health Administration (OSHA) (29

CFR), Environmental Protection Agency (EPA) regulations, Toxic Substances Control Act (TSCA), Resource Conservation and Recovery Act (RCRA).

• Professional expert level knowledge of CERCLA, RCRA, CWA, NEPA, TSCA, NCP, ECRB/CSP, OSHA (29
  
  CFR), and related EPA regulations and NPS, Federal, and State guidelines and laws. Mastery of, and skill in applying, legal expertise in advanced theories, principles, concepts, standards, and methods of CERCLA cost recovery/enforcement in order to develop new approaches and solutions to contaminant site related problems and issues involving a combination of complex features; provide expert legal advice to senior managers responsible for program operations;
  
  provide significant and innovative recommendations; and execute significant contaminated site cost recovery/enforcement affecting the welfare of the public and the sustainability of natural resources in national parks.
