About the Role

Are you passionate about helping people and improving processes? The Wastewater Treatment Division (WTD) is seeking a Human Resources Analyst who is energized by supporting people through meaningful moments in their careers. In this role, you will be closely partnered with the Leaves & Accommodation team and the Employee & Labor Relations (ELR) team, serving as a trusted resource to employees and supervisors navigating complex, sensitive processes.

You’ll ensure fair, consistent, and equitable HR practices while bringing clarity, compassion, and accuracy to every interaction.

Leaves & Accommodation Team
  • Support leave program administration: Assist the Senior HR Analyst in maintaining an integrated leaves administration program and providing division-wide guidance on King County leave programs, including FMLA, KCFML, PPL, WAPFML, workers’ compensation, transitional duty, and workplace accommodations. Help ensure compliance with union contracts, federal, state, and county requirements and contribute to training materials and resources for employees.
  • Coordinate protected leave processes: Serve as a key point of contact for employees and supervisors by gathering documentation, tracking leave usage, preparing eligibility information, and coordinating with payroll for accurate coding and leave donations. Elevate complex or sensitive cases to the Senior HR Analyst for review.
  • Maintain tracking systems and reporting: Help implement, update, and monitor leave-related databases. Prepare recurring reports, metrics, and data summaries to support decision‑making and compliance tracking.
  • Assist with the accommodations process: Partner with the Senior HR Analyst and Disability Services to support the interactive process. Coordinate meetings, gather documentation, and help track progress for reassignment or medical separation processes.
  • Manage documentation and HR tools: Use Word, Excel, SharePoint, NEOGOV, People Soft, Laserfiche, and Power BI to create and maintain documents, spreadsheets, tracking tools, and records. Support process improvements and ensure accurate, organized information management.
Employee & Labor Relations Team
  • Triage incoming matters for the ELR team: Provide guidance and early‑stage support on workplace relationship and performance concerns, including employee and supervisor issues; offer initial recommendations, tools, and available options to work units.
  • Support ELR documentation: Proofread and format ELR communications; take notes during investigations, DSRGs, fact‑finding meetings, negotiations, and grievances. Advise and train on compliance with union contracts, county code, employment law, and other applicable policies and procedures; including designing, developing and delivering trainings, as well as creating training materials, manuals and resources with the ELR team.
  • Manage ELR data, processes and records: Enter/extract data in Origami; develop and maintain ELR processes, seniority lists, discipline comparator files, templates, and standardized ELR forms.
  • Coordinate Labor Management Committees (LMC) and meetings: Schedule LMCs, support subcommittees, take notes, conduct research, post materials to SharePoint sites and update webpages.
  • Assist investigations and grievances: Assist with fact‑finding processes, prepare timelines, gather research, document employee histories, and support pre‑grievance work.
  • Support bargaining and HR systems: Populate bargaining templates, gather comparator data, assist with costing models, and maintain ELR tools using Word, Excel, SharePoint, NEOGOV, People Soft, Laserfiche, and Power BI.
