King County Metro Transit is seeking a full-time Sourcing Recruiter (Sr. HR Analyst) who is passionate about identifying exceptional engineering talent and committed to advancing equity, diversity, and social justice. This is an opportunity to recruit the professionals whose engineering expertise will help advance the delivery of infrastructure and systems that support safe, reliable, and sustainable public transportation throughout King County.
Job DutiesApplying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work.
- Collaborate with leadership and hiring managers to understand hiring needs and develop targeted sourcing strategies.
- Execute sourcing strategies to ensure a constant flow of quality leads/candidates into key pipelines and requisitions for positions for the Capital Division.
- Perform advanced sourcing through various mediums including internal and external database mining, networking, associations, universities, community agencies, social media, referrals, Boolean search strings, online and traditional directories, as well as other innovative sourcing methods.
- Conduct phone or virtual interviews to gather information to inform decisions.
- Work closely with recruiters and managers to understand staffing needs and develop a proactive, innovative sourcing/recruitment strategy to attract and recruit top talent.
- Continually evaluates sourcing strategies. Stays abreast of current and emerging technologies to proactively identify new venues for identifying qualified talent.
- Gather and prepare data to assess effectiveness of sourcing strategy. Analyzes and reports on sourcing metrics to Leadership.
- Develop and maintain network and database of potential candidates for future consideration, including pipeline of passive candidates.
- Acts as a key resource for referred candidates.
- Manage and perform full-cycle recruitment processes for hard-to-fill positions. Working collaboratively with leadership, hiring managers, and other human resources staff. Interpreting contracts and advising on setting pay.
- Generate diverse applicant pools in support of Equity and Social Justice Goals.
- Other duties as assigned.
- Two or more years of experience in talent sourcing.
- Experience sourcing or recruiting engineers or other hard-to-fill technical positions.
- Three or more years of experience in full life cycle recruiting in a fast-paced, high-volume environment, while meeting tight deadlines.
- Proven ability to create strategic talent sourcing plans.
- Experience with Boolean searches.
- Experience with sourcing tools such as Linked In Recruiter, Indeed Smart Sourcing, or other related social media platforms.
- Strong understanding and application of sourcing techniques, including online sourcing, and social media.
- Experience using Applicant Tracking Systems (ATS) systems such as NEOGOV and HRIS systems such as People Soft.
- Proficient in Microsoft Office applications such as Word, Excel, Teams, and SharePoint, with the ability to effectively create documents, manage data, collaborate, and maintain shared resources.
- Ability to prioritize tasks and manage multiple projects simultaneously.
- Knowledge and experience researching, interpreting, and applying HR employment law and HR rules, union contracts, policies, and procedures, including EEO, disability accommodation, Fair Labor Standards Act, the Family Medical Leave Act, and others.
This recruitment will be used to fill 1 Term-limited Temporary or Special Duty Assignment vacancy with an anticipated duration of up to 12 months. Additionally, this selection process may create an eligibility pool for future TLT or SDA vacancies in this classification and workgroup. The eligibility pool will be retained 12 months from date it is created and will be used at the discretion of the hiring authority.
