As the entry-level IT Business Analyst, you’ll maintain and enhance the ALiS suite of applications, ensuring they meet the needs of business areas, customers, and stakeholders. You may also support one of the other seven product teams within the Technology & Outreach Program (TOP). Use problem‑solving and analytical skills to identify, plan, design, and implement IT solutions that satisfy business and customer needs.
Responsibilities- Identify and research business system functionality and data process improvements within IT systems.
- Conduct full‑lifecycle systems analysis to produce requirements, activities, and designs that prioritize, develop, and report refined system products and services.
- Monitor data for accuracy, analysis, and quality control to improve data and business productivity.
- Elicit, define, and document business requirements for enhancements or changes to internal and external applications/systems.
- Assess and analyze business processes to determine, design, and recommend technical solutions for product team development.
- Design and develop business case documentation to support intake of new work for supported products.
- Design stepped‑out test cases for testing feature functionality in systems using TFS.
- Identify and analyze risks associated with changes to internal and external applications/systems and recommend mitigating measures and solutions.
Required:
- One year of progressive Business Analyst, Product Management, or Project Management experience utilizing Agile methodologies, including elicitation, tracking, and documentation of business requirements, analysis and documentation of technical and functional specifications/diagrams, development of test cases, and management of testing processes.
- One year of progressive experience presenting concise, relevant, and well‑documented findings and technical requirements aligned with IT standards, best practices, and state, federal, and agency policies.
- One year of progressive experience leading and facilitating meetings, presenting ideas clearly and concisely, developing effective working relationships, and handling difficult situations involving conflicting ideas.
- One year of progressive experience utilizing excellent organization and time‑management skills, with the ability to multitask and work effectively on simultaneous projects under tight, changing priorities, scopes, and deadlines while maintaining quality and on‑time completion.
- Relevant education:
Bachelor’s degree in Information Technology, Bachelor’s degree in Computer Science, Business Analyst Certification, Project Management Certification, or Product Management Certification.

Desired:
- One year of direct experience creating and managing work items within Azure Dev Ops and/or Microsoft Team Foundation Server (TFS).
- Two years of progressive experience utilizing project management methodologies on multi‑million‑dollar IT projects.
- Two years of progressive experience applying human‑centered design principles to design IT solutions for complex issues.
- Two years of progressive experience managing, leading, coaching, and mentoring Agile product teams.
Teleworking is an available work‑schedule option for this position. State employees who meet the qualifications become eligible for a retirement package at the end of their careers.
Telework is permitted full time. The assigned duty station is Tumwater, Washington.
