King County’s Department of Information Technology is looking for Business Analysts (BAs) who serve as detectives, translators, and solution‑builders. Our BAs investigate business and technology requirements, translate findings between business partners and technologists, and clarify complex decisions to enable informed technology choices. They measure and validate outcomes and support end users through change.
In these roles BAs act as internal IT consultants, leading business and systems analysis for a wide range of initiatives across King County’s 18 agencies. They collaborate with public servants and technologists to develop future‑state operating models, document requirements, create user stories and acceptance criteria, design use cases, analyze options, lead user acceptance testing, and support process improvement measurement.
Job Duties- Lead requirements analysis and verification using interviews, document analysis, workshops, surveys, site visits, policy analysis, and competitive product analysis.
- Conduct change impact analysis, identify stakeholders, assess change levels, and apply change levers to prepare end users.
- Transform high‑level business and user requirements into process documentation, user stories, and acceptance criteria usable by developers and non‑technical stakeholders.
- Develop testing plans for end users and collaborate with QA to support end‑to‑end testing.
- Create business cases and cost/benefit reports to substantiate projects and change initiatives.
- Align business strategy with IT strategy through business architecture tools and principles.
- Create business process documentation and operating/workflow models to identify improvements and efficiencies.
- Perform other duties as assigned.
- Demonstrated experience in the Business Analyst role supporting application development projects and business solutions.
- Experience in Change Management supporting technology and related process changes.
- Experience leading analysis efforts in an IT consultant capacity.
- Research strategic issues, analyze and recommend emerging technologies.
- Expertise in facilitation, documentation, solution modeling, business problem definition, and analysis approach development.
- Excellent verbal and written communication skills; ability to interact professionally with executives, managers, and subject matter experts.
- Ability to convey technical information to non‑technical users.
- Skill in aligning technical solutions and features to requirements and tracking fulfillment.
- Skill in using data and information to assess issues, evaluate options, and make decisions.
- Experience managing product backlogs.
- Ability to organize multiple assignments with competing priorities and deliver accurate, thorough, on‑time work products.
- Experience using online whiteboarding tools such as Mural or Miro.
- Bachelor’s degree in information technology, business administration, computer science, or related field and 5+ years of relevant experience, or an equivalent combination of experience, education, and training.
- Change Management certification, formal training, or experience.
- Completion of CSM, CSPO, and/or SAFe or other Scrum or Agile certification.
- Completion of ECBA, CCBA, or CBAP certification.
- Completion of Microsoft certification for O365 products.
KCIT uses a hybrid model with a mix of office and telecommuting days. The ratio of remote to onsite work is business‑dependent. The primary onsite location is the Chinook Building, 401 5th Avenue, Seattle, Washington. Employees must reside in Washington state and within a reasonable distance to their worksite.
