Position: Senior Data & Procurement Analyst (Management Systems Analyst, Senior)

Position Description

We’re looking for a collaborative, systems-focused Senior Data and Procurement Analyst to help us keep our core procurement and financial tools running smoothly. In this role, you’ll apply advanced expertise in People Soft 9.2, the Citywide Contract Management System (CCMS), and related reporting tools. You’ll work closely with the Data and Procurement Supervisor and lead efforts to improve system functionality, streamline reporting, and ensure our workflows stay aligned with citywide policies and standards.

We’re seeking someone who understands purchasing operations inside and out. You’ll create and adjust People Soft purchase orders, troubleshoot complex encumbrance issues, support consultant and public works contracts, and guide teams through major financial activities such as year‑end processing. You’ll also coordinate procurement efforts, develop policies and procedures, and train staff across SDOT to strengthen system use and operational readiness. Strong analytical skills, comfort with technical problem solving, and the ability to work both independently and across teams are essential.

Job Responsibilities
  • Lead SDOT-wide purchasing activities: advise staff, provide training, and assist with consultant and public works contract payment processes and purchase orders.
  • Coordinate procurement efforts: support the development of blanket contract requests and large procurement efforts.
  • Manage and troubleshoot invoice and PO issues: create, adjust, and troubleshoot purchase orders for consultant contracts, public works, and purchasing invoices.
  • Enhance CCMS and other system features: conduct user testing, troubleshoot issues, and develop dashboards and reports using Power BI and Power Automate.
  • Perform complex data analysis using Excel and Tableau to create performance reports and insights.
  • Provide customer and technical support as the primary resource for procurement systems and data processes.
  • Develop process documentation: maintain workflows and system improvements, including Power BI dashboards.
  • Implement process improvements: track union notification requirements and support compliance.
  • Support Department spending goals: develop work plans and goals, supporting equity goals through accurate reporting on WMBE and social justice objectives.
  • Maintain SharePoint sites: update and maintain SharePoint sites, ensuring documents and information are accurate and updated.
Qualifications
  • Education:

    Bachelor's degree in business, public administration, finance, computer science, data science, or a related field.
  • Experience:

    Three years of previous experience with complex systems, operations, procedures, research or analysis.
  • OR:
    An equivalent combination of education and experience that demonstrates the ability to perform the position duties.
  • Preferred experience:

    One year of government procurement experience; experience with People Soft 9.2 or other Oracle/financial systems; advanced proficiency in Excel, Access, SharePoint, Power BI or other analytical software; familiarity with data cubes, Power Automate, Power BI and Adobe Sign; lean certification or knowledge of lean processes; high level of customer service experience; excellent written and oral communication skills; ability to work independently while keeping supervisors informed;

    flexibility and adaptability; attention to detail and analytical/problem‑solving skills; ability to effectively work in a multicultural workplace with a diverse customer base.
Other Requirements

Work is typically performed in a hybrid environment: at least 3 days in a City office and 2 days remote per week.

The City’s full salary range is $56.23 – $65.54 hourly.
