The Department of Labor & Industries (L&I) is a diverse state agency dedicated to the safety, health, and security of Washington's workers. We help employers meet safety and health standards and inspect workplaces when alerted to hazards. As administrators of the state s workers compensation system, we provide medical and limited wage-replacement coverage to workers who suffer job-related injuries and illness.
Our rules and enforcement programs help ensure workers are paid what they are owed, that children s and teens work hours are limited, and that consumers are protected from unsound business practices.
Insurance Services is the largest division within the agency and administers one of the premier workers’ compensation organizations in the nation serving over 3.8 million employees and 260,000 employers. The Employer Services program maintains industrial insurance accounts for over 230,000+ employers and 2.5 million employees, providing services from helping new businesses get workers’ compensation coverage to specialized underwriting.
The Industrial Insurance Underwriter 4 (IIU4) position is located within the Employer Services Division of Insurance Services. The role involves complex underwriting, expert consultative and technical support, interpreting laws and regulations, and providing policy and procedural clarification.
This work supports the agency’s mission and the state’s economic wellbeing by protecting the safety of Washington workers and providing benefits to injured workers, and by insuring employers against uncertainty and liability.
Duties- Underwrite Industrial Insurance workers’ compensation policies as governed by RCW 51 and WAC 296-17 and 296-17A, servicing over 300 risk classifications across multiple industries.
- Research and adjust agency reporting records using the Employer Accounting System Enhancements (EASE) program to ensure fiscal integrity and accuracy of employer accounts and quarterly reporting.
- Adjudicate industrial insurance claim coverage according to RCW 51.12; determine employer/employee relationship, independent contractor status, and claim jurisdiction per RCWs.
- Represent and testify by sworn deposition on behalf of the Department at the Board of Industrial Insurance Appeals as required.
- Provide expert advice for the public and within the Department regarding rights, responsibilities, and obligations under RCWs and WACs for workers’ compensation.
- Compute the Experience Rating Calculation (ERC) based on actuarial algorithms per WAC and communicate the ERC to the employer for comprehension.
- Other duties as assigned.
Required:
- A Bachelor s degree with a focus in tax liabilities, insurance benefits, risk classification, accounting or bookkeeping, research, statistical or management analysis, or related fields.
- One year of experience as an Industrial Insurance Underwriter 3.
Note:
Additional qualifying experience may substitute year for year for the required education. This experience must include four years of direct customer service. - The ability to take action to learn and grow; the ability to take action to meet the needs of others.
