Summary

In addition to the current opening, this recruitment may be used to establish a pool of qualified candidates to fill future career service Capital Project Manager IV openings within the Parks Division or throughout the Department of Natural Resources & Parks (DNRP) over the next six months.

About the Role

Capital Project Manager IV (CPM IV) roles oversee capital projects with the highest levels of complexity, scale, and risk—from early planning through final closeout. In addition to core project management responsibilities, individuals in this classification may provide expert‑level leadership in specialized fields such as urban planning, architecture, engineering, landscape architecture, or construction management. CPM IVs often supervise or mentor other project managers, lead large multidisciplinary teams of consultants and contractors, and direct capital programs, including oversight of program budgets and long‑range planning.

This position is ideal for seasoned professionals who excel in strategic leadership, technical expertise, and the delivery of complex public infrastructure projects.

About the Team

The Capital Improvement Program (CIP) section provides strategic direction, oversight, and delivery of capital projects across the Parks system. This work includes planning, designing, developing, and constructing the division’s capital portfolio; managing major repair and renovation projects systemwide; advancing regional trail development; and delivering new capital improvements throughout parks and open spaces. The CIP team also collects, manages, and stewards asset data for the County’s 32,000‑acre system of parks and trails.>

Capabilities

by Unit

Construction Management:
Manage the construction phase of large and complex projects with advertised contracts such as the Eastrail Wilburton Trestle, Lake to Sound Trail, and Trailhead Parking Areas.

Regional Trails:
Typically licensed landscape architects who manage the design of complex, multi‑phase, multi‑jurisdictional regional trail projects.

Engineering:
Licensed Professional Engineers or Engineers in Training who manage the design and construction of medium to large projects using A/E contracts and advertised construction contracts.

Facilities and Asset Management:
Often licensed architects or professional engineers who manage design and construction of major maintenance and new construction projects related to facilities.

Capital Planning:
Manage the planning phase of capital projects, including developing park management plans, land use analysis, property acquisition coordination, and environmental reviewp>

Job Duties
  • Coordinate with Parks Division sections and external partner agencies to plan, develop, and prepare annual capital improvement program requirements and budgets for assigned projects and programs.
  • and supervise the preparation, review, and approval of A/E contracts through all phases of the capital project.
  • Oversee, develop, and supervise advertised construction contracts using WSDOT or CSI specifications.
  • Serve as the technical expert for multiple programs and projects, providing signatory design approval and ensuring compliance with federal, state, and local laws.
  • Perform the full scope of supervisory responsibilities on a continual and regular basis, including coaching, evaluating, and training other capital project managers.
  • Perform planning activities, design plan reviews, and approvals related to permits for construction of facilities and assets on Parks property.
  • Perform additional duties as assigned related to supervising and managing the capital program, projects, and project managers.
Qualifications You Bring
  • Professional License in Engineering, Landscape Architecture, or Architecture and/or professional certification (or equivalent experience) in construction management, environmental sciences, urban planning, or similar.
