The Training Superintendent - Operations leads a team that supports the training of current bus operators at each of Metro’s bus bases. Work includes performing ongoing assessments of operational and mandated requirements as well as technological developments and service enhancements to ensure Bus Operations training and staff development programs provide the workforce skills necessary to meet service demands. Work also includes achieving performance improvement and operational goals and establishing the systems and processes required to fulfill those goals.
Work requires determining, ensuring and allocating resources including personnel, budget, equipment and technology; supervising subordinate supervisors and staff; establishing and enforcing Bus Operations operating policies and procedures; assuring compliance with applicable local, state and federal codes and regulations; analyzing, forecasting and reporting on future needs, training outcomes, trends, cost effectiveness and similar performance metrics; and participating as a member of the Bus Operations management team.
Work is performed independently under the general supervision of the Bus Operations Deputy Division Director.
- Manage and implement the strategic training plan for the Bus Operations Division, which has eight operations bases and nearly 3,000 employees, including superintendents, chiefs, first-line supervisors, transit operators, and administrative personnel.
- Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees.
- Supervise Training Chiefs and professional, and administrative staff, oversee the work of instructors for Bus Operators and First-Line Supervisors; hire staff consistent with assigned hiring authority.
- Develop and implement comprehensive training programs for professional development, technical proficiency, and to meet regulatory mandates.
- Research, develop and implement adult learning and computer and other technology-based training methodologies; review and ensure overall quality of curricula and training provided.
- Build high trust and serve as a liaison to the Bus Operations Division to ensure training needs are met.
- Maintain current knowledge of and ensure program compliance with safety principles, Metro rules/policies/procedures, and all applicable federal, state, and local laws.
- Review and confirm new-hire separations from Bus Operations training programs; establish work performance standards and initiate corrective actions when required.
- Analyze, forecast and report on future needs, training outcomes, trends, cost effectiveness and similar performance metrics; establish criteria to monitor and evaluate training programs and unit performance.
- Develop needs assessment tools to identify and track employee training necessary to meet current and future workforce management requirement needs and trends.
- Represent Metro at and participate in national training reviews and activities.
- Develop, supervise and mentor work units that deliver high-quality, timely service to customers.
- Hire, lead, help develop, and motivate employees, helping them to recognize the important role they each play in achieving the overall agency goals and empowering them to perform accordingly.
- Ensure that employee and the public's safety continues to be Metro's highest priority, maintaining strict adherence to safety rules and procedures and continually seeking to enhance safety practices, awareness and training.
- Partner with unions and other stakeholders to deliver excellent service and build a community-oriented, diverse, and inclusive environment; investigate and resolve customer complaints; mitigate high-profile service delivery issues; engage with elected officials, community leaders and other agencies throughout the country.
- Lead and/or assist in the development of new initiatives, efficiencies, and operational methods to meet strategic goals; determine and select technology and equipment; supervise program and procedure development, implementation, monitoring, and reporting.
- Demonstrate leadership in the development and management of the work unit budget; ensure compliance with applicable laws, regulations, and policies; analyze and interpret operating policies, procedures, and guidelines.
